Japan commits ODA loan to India in urban Transport, health and agriculture sectors

The Government of Japan has committed an Official Development Assistance loan worth JPY 275.858 billion, about ₹16,420 crore, to India for four infrastructure and social sector projects. The agreement, signed on March 24, 2026, in New Delhi, covers metro rail expansion in Bengaluru and Mumbai, healthcare upgrades in Maharashtra, and horticulture development in Punjab. The funding will be implemented through the Japan International Cooperation Agency and is part of the broader India-Japan strategic partnership.

A fresh tranche of Japanese funding is set to shape some of India’s most critical urban and social infrastructure projects, from metro rail expansion in its largest cities to strengthening healthcare systems and farm incomes.

The agreement, finalized on March 24, brings together officials from both governments at a time when India’s infrastructure pipeline is expanding rapidly across states.

The Notes for the loan were exchanged between Alok Tiwari, Joint Secretary in the Department of Economic Affairs under India’s Ministry of Finance, and Keiichi Ono, Japan’s ambassador to India. Loan agreements were also signed with the Japan International Cooperation Agency, the country’s primary development finance arm. [1]

Bengaluru and Mumbai metro expansion projects funding details

A significant portion of the funding is directed toward urban transport, with two metro rail projects accounting for the bulk of the allocation.

The Bengaluru Metro Rail Project Phase 3 will receive JPY 102.480 billion. The expansion aims to meet rising commuter demand in the Bengaluru Metropolitan Region by extending the mass rapid transit network.

Officials say the project is designed not only to improve mobility but also to reduce congestion and vehicle emissions, contributing to climate mitigation efforts in one of India’s fastest-growing urban centers. [2]

In Mumbai, the Metro Line 11 Project will receive JPY 92.400 billion. The line is expected to address similar pressures in the country’s financial capital, where traffic density and air pollution remain persistent challenges.

Both metro projects are positioned as long-term investments in urban sustainability, linking transport infrastructure with environmental goals. [3]

Maharashtra healthcare system upgrade and Punjab agriculture project

Beyond transport, the loan package includes funding aimed at strengthening public health systems in Maharashtra.

The Project for Strengthening Tertiary Healthcare Delivery, Medical Education System and Nursing Education System in Maharashtra will receive JPY 62.294 billion. The initiative includes the construction and upgrading of tertiary care hospitals, medical colleges, and nursing schools.

The goal is to improve both access to advanced medical care and the quality of medical education, with a broader focus on advancing Universal Health Coverage across the state. [4]

In Punjab, JPY 18.684 billion has been allocated for a project focused on sustainable horticulture. The initiative aims to help farmers diversify into high-value crops, supported by infrastructure development and capacity-building programs.

Officials say the project is intended to strengthen agricultural value chains while promoting environmentally sustainable practices. [5]

India Japan development cooperation and strategic partnership

The latest funding builds on decades of development cooperation between India and Japan, which dates back to 1958. Economic collaboration has become a central pillar of the bilateral relationship, with Japan emerging as one of India’s key partners in infrastructure financing.

Projects funded through Japanese ODA have historically included metro systems, industrial corridors, and environmental initiatives across multiple states.

The current loan package reinforces that trajectory, linking infrastructure expansion with broader goals such as climate resilience, public health, and rural income growth.

It also reflects Japan’s continued focus on supporting large-scale, long-term development projects through concessional financing mechanisms, often implemented via JICA.

The four projects, spread across Karnataka, Maharashtra, and Punjab, are expected to move into implementation phases following the signing of loan agreements, marking another step in the evolving India-Japan strategic and global partnership.

In a shocking news, NCP (Ajit Pawar) leader from Maharashtra Baba Siidqui known for his annual Iftaar parties for celebrities in Mumbai was shot dead around midnight on Saturday. Currently, an MLC, Siddiqui  was shot dead by three attackers in Mumbai around 9.30 pm at the office of his son, Zeeshan, who is the MLA from Bandra East..

“Mumbai police chief told me two persons have been arrested. One is from UP, other from Haryana. Third assailant is absconding but police are trying to nab him,” chief minister Eknath Shinde told media.

Initial reports said three people fired at Baba Siddique outside his son Zeeshan’s office in Bandra East. Though he was rushed to Mumbai’s Lilawati Hospital immediately, he succumbed to his injuries.

“Two to three rounds were fired. Further probe is underway as teams have rushed to the area,” a police official told PTI. Mumbai police commissioner Vivek Phansalkar reportedly said that two alleged shooters have been taken into custody.

One of them is from Uttar Pradesh and the other from Haryana, while a third accused fled from the spot, the CM told TV channels.

“This is an extremely unfortunate incident and I spoke to the doctors and police. Two people have been arrested, the accused are from UP and Haryana. The third accused is absconding. We have given instructions to Mumbai Police that strict action should be taken against those who take law and order into their hands…I am sure that Mumbai police will soon arrest the third accused…Strict action will be taken against the accused,” CM Shinde said.

Ziauddin Siddique, widely known as Baba Siddique, was a prominent political figure in Maharashtra. He served as a Member of the Legislative Assembly (MLA) for the Vandre West constituency for three consecutive terms in 1999, 2004, and 2009. During his tenure, Siddique also held the position of Minister of State for Food & Civil Supplies and Labour under Chief Minister Vilasrao Deshmukh from 2004 to 2008.

Before his role as an MLA, Siddique was a Municipal Corporator, serving two consecutive terms from 1992 to 1997. At the time of his passing, he held key roles as the Chairperson and Senior Vice President of the Mumbai Regional Congress Committee and as a member of the Parliamentary Board of the Maharashtra Pradesh Congress Committee. On February 8, 2024, he resigned from the Indian National Congress (INC) and joined the Nationalist Congress Party (NCP) under Ajit Pawar on February 12, 2024.

“I joined the Indian National Congress party as a young teenager, and it has been a significant journey lasting 48 years. Today I resign from the primary membership of the Indian National Congress Party @INCIndia with immediate effect,” he had written in an X post about his decision to join Ajit Pawar.

Siddique’s political journey began in 1977 when, as a teenager, he joined the INC and became involved in student movements through the National Students Union of India (NSUI), the student wing of the INC. He quickly rose through the ranks, becoming General Secretary of the Bandra Taluka Youth Congress in 1980 and its president two years later. In 1988, he was elected president of the Mumbai Youth Congress.

In 1992, Siddique was elected as a Municipal Councilor for the Mumbai Municipal Corporation, securing re-election five years later. His ascent to state politics came in 1999 when he became an MLA from Bandra West, where he served for three terms. He also held the position of Chairman of the MHADA Mumbai Board from 2000 to 2004. Beyond his legislative work, Siddique contributed to his community by funding the creation of an eco-garden in Bandra-Khar in 2011.

Baba Siddique was married to Shehzeen Siddique, and together they had two children, Arshia and Zeeshan Siddique.

 

Directorate of Revenue Intelligence foils attempts of gold smuggling, seizes 65.46 kg of gold at Mumbai, Patna, Delhi

Continuing the streak of significant seizures, in a major swoop down, the Directorate of Revenue Intelligence (DRI) has seized 394 pieces of foreign origin gold bars weighing approximately 65.46 kg and valued at Rs. 33.40 crore (approx.) which was being smuggled from neighbouring north eastern countries.

Specific intelligence indicated that a syndicate is actively planning to smuggle foreign origin gold from Mizoram and using domestic courier consignment of supply chain & logistic company (hereinafter referred as logistics company).

In order to interdict the contraband, “Op Gold Rush” was launched by DRI and a particular consignment declared to contain ‘Personal Goods’ destined to Mumbai was intercepted. Examination of the consignment at Bhiwandi (Maharashtra) on 19.09.2022 led to recovery and seizure of 120 pieces of foreign origin gold biscuits weighing approximately 19.93 Kg and valued at about Rs. 10.18 crore.

Further analysis and investigation revealed that 2 other such consignment, sent by same consignor from same location to same consignee, destined to Mumbai and in transit, were despatched through the same logistics company. The location of the consignments was traced.

DRI foils attempts of gold smuggling.

The second consignment was located and intercepted in Bihar. Upon examination at the Warehouse of the logistics company, it led to recovery of 172 foreign origin gold bars weighing approximately 28.57 kgs and valued at about Rs.14.50 crore. Similarly, the third consignment was intercepted and examined at the Delhi hub of the logistics company which led to recovery and seizure of 102 pieces of foreign origin gold bars weighing approximately 16.96 kg and valued at about Rs. 8.69 crore.

These series of detections have helped unearth novel modus operandi of smuggling foreign origin gold into India from the north eastern part of the country and through domestic courier route of logistics company. Such detections reinforce DRI’s ability to detect and combat unique and sophisticated methods of smuggling. A total of 394 foreign origin gold bars weighing approximately 65.46 Kg and valued at approximately Rs 33.40 crore were recovered and seized in multi city operations.

What is Cyclone Sagar?

Indian Met Department has issued an alert to Tamil Nadu, Kerala, Karnataka, Goa, Maharasthra and the Lakshadweep over the cyclone ‘Sagar’, which is building up over the Arabian Sea with potential to hit the coastal region of northern Indian Ocean on Saturday.

Formerly known as 01A, Tropical Cyclone Sagar, quickly formed in the Indian Ocean and strengthened into a tropical storm on May 16 at 3:35 a.m. IST as shown in the resolution imaging captured by the spectroradiometer aboard NASA’s Aqua satellite.

It showed thunderstorms at minus 80 degrees Celsius, which means very strong storms with a potential for heavy rainfall in the Arabian Sea with maximum sustained winds near 46 miles per hour (40 knots). Located near 13.0 degrees north latitude and 48.6 degrees east longitude, or approximately 229 nautical miles east of Aden, Yemen.

When captured NASA-NOAA’s Suomi NPP satellite appeared more organized and has been strengthening since May 17. On Friday, May 18 the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument aboard NASA-NOAA’s Suomi NPP satellite captured a true-color image of Tropical Cyclone Sagar showing the center above the Gulf of Aden, affecting Yemen and Somalia.

At 1:30 p.m IST, the Tropical Cyclone Sagar was centered near 11.6 degrees north latitude and 45.9 degrees east longitude, approximately 89 nautical miles southeast of Aden, Yemen, registering maximum sustained winds up at 69 mph (50 knots/111 kph). Currently, Sagar is moving to the west-southwest at 6.9 mph (6 knots/11.1 kph).

Sagar is likely to threaten Yemen, Somalia and Djibouti with waves as high as 17 feet, before hitting the Indian west coast on Saturday. The Indian Meteorological Department (IMD) has issued an advisory that said: “Strong winds reaching upto 75-85 kmph and 95 kmph covering the Gulf of Aden and adjoining south-western Arabian Sea area are very likely duting the next 12 hours. It may then gradually decrease ato 65-75 kmph during the next 12 hours.”

Fishermen are advised not to venture into the high seas of the Gulf of Aden or west-central and south-west Arabian Sea in the next 48 hours.

Cyclone Sagar to Hit Today: Kochi, Mangalore, Goa, Mumbai to witness heavy rains

Indian Met Department has issued an alert to Tamil Nadu, Kerala, Karnataka, Goa, Maharasthra and the Lakshadweep over the cyclone ‘Sagar’, which is building up over the Arabian Sea.

Tropical Cyclone Sagar, formerly known as 01A, captured NASA-NOAA’s Suomi NPP satellite appeared more organized and has been strengthening since May 17. On Friday, May 18 the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument aboard NASA-NOAA’s Suomi NPP satellite captured a true-color image of Tropical Cyclone Sagar that showed the center of circulation in the Gulf of Aden, and the northern and southern quadrants of the storm affecting Yemen and Somalia, respectively.

Cyclone Sagar or 01A quickly formed in the northern Indian Ocean and strengthened into a tropical storm on May 16 at 6:05 p.m. EDT as shown in the moderate resolution imaging spectroradiometer aboard NASA’s Aqua satellite.

The infrared image indicated a small portion of thunderstorms around the center at minus 80 degrees Celsius, indicating very strong storms with a potential for heavy rainfall. It had maximum sustained winds near 46 miles per hour (40 knots), located near 13.0 degrees north latitude and 48.6 degrees east longitude. That’s approximately 229 nautical miles east of Aden, Yemen.

On Friday, at 4 a.m. EDT (1:30 pm IST) Tropical Cyclone Sagar was centered near 11.6 degrees north latitude and 45.9 degrees east longitude, approximately 89 nautical miles southeast of Aden, Yemen. Maximum sustained winds had increased to 69 mph (50 knots/111 kph). Sagar was moving to the west-southwest at 6.9 mph (6 knots/11.1 kph).

Sagar is likely to threaten Yemen, Somalia and Djibouti with waves as high as 17 feet, before hitting the Indian west coast. The Joint Typhoon Warning Center said that Sagar will move southwest through the Gulf of Aden and make a heavy landfall in northwestern Somalia.

 

Indian Meteorological Department (IMD) has issued an advisory that said: “It is likely to move west-southwestwards and weaken gradually after 12 hours and cross Somalia coast around noon of 19th May 2018, said IMD in a statement.

“Fishermen are advised not to venture into Gulf of Aden and adjoining areas of west-central and south-west Arabian sea. Hoist signal DW-II at all the ports of south and north Gujarat” said the advisory issued by the Met Department. However, Gujarat is not likely to be hit as Sagar weakens by the time it reaches the Kutch coast.

Strong winds reaching upto 75-85 kmph and 95 kmph covering the Gulf of Aden and adjoining south-western Arabian Sea area are very likely duting the next 12 hours. It may then gradually decrease ato 65-75 kmph during the next 12 hours.”

OCKHI Cyclone Update: Indian Navy’s Launches Huge Search and Rescue Operations

Indian Navy’s search and rescue operations continued for the third day over Southeast Arabian Sea and Lakshadweep and Minicoy islands in the aftermath of Very Severe Cyclonic Storm ‘OCKHI’.

The ships deployed by the Southern Naval Command include IN Ships Sagardhwani, Jamuna, Nireekshak, Kabra and Kalpeni off the Kerala coast and Sharda , Shardul towards Lakshadweep islands. Besides this three air craft viz, Dornier (Do) fixed wing aircraft, Seaking Helicopter (SK) and Advanced Light Helicopter (ALH) were also deployed throughout the day.

A total of 84 personnel have been rescued over the last two days which includes 62 by aircrafts and 22 by ships. Additionally, transfer of two dead bodies was also effected through ALH to Thiruvananthapuram after being picked up by INS Sagardhwani.

Of the 62 people rescued by naval aircraft 8 personnel were transferred to Kochi in batches of 04 after being picked up 20 Nautical miles southwest and 80 nautical miles west of Kochi respectively. Those evacuated to Kochi were given preliminary first aid at naval clinic at INS Garuda before being handed over to the civil administration. The rest of the rescued persons have been transferred to Thiruvananthapuram.

INS Shardul from Kochi is heading towards Minicoy islands with Humanitarian assistance and disaster relief (HADR) “bricks”, which includes water, dry provisions, medical equipment, blankets, diving team, generators, salvage equipment, desalination and decontamination kits, diving team and has a Chetak helicopter embarked.

The relief material would sustain 2,000 persons for over a period of seven days. INS Sharda is heading towards Kavaratti islands with HADR material sufficient to last for more than seven days for 500 people. The ship while proceeding to the islands, saved nine lives from a capsized boat in distress enroute.

Naval ships fom Mumbai, INS Chennai, Kolkata and Trikand have also sailed out from Mumbai for Lakshadweep and Minicoy (LAM) islands with HADR material sufficient for approximately 5000 persons and would last for more than seven days. Androth and Kavaratti are reported to be experiencing strong winds of 40-60 knots coupled high swells of 3-4 metres with a sea state of 5-6. All the ships are expected to reach LAM by morning tomorrow

In addition to the aircraft from Kochi, the P8I aircraft from Arakkonam with greater reach is being used to maintaining a close vigil continuously over the sailing ships and provide inputs if any. The areas close to coast would continuously monitored using DO aircraft from Kochi.

PM announces ex-gratia for victims of building collapse in Mumbai

The Prime Minister Shri Narendra Modi has approved an ex- gratia of Rs. 2 lakh each for the next of kin of those who have lost their lives due to a building collapse in Ghatkopar, Mumbai.

The Prime Minister has also approved Rs. 50,000 each for those injured due to the building collapse.
