NEET Row: Bengal Assembly passes resolution on scrapping of NEET; Karnataka next?

On Wednesday, the West Bengal Assembly passed a resolution, introduced by the ruling Trinamool Congress, demanding the abolition of the National Eligibility cum Entrance Test (NEET) and advocating for the return to state-level entrance exams. This move positions West Bengal as the second state, after Tamil Nadu, to formally call for the scrapping of NEET.

This resolution follows recent incidents of NEET paper leaks across the country. Prior to the motion, West Bengal Chief Minister Mamata Banerjee had written to Prime Minister Narendra Modi, urging the same change.

With the passage of this motion, the West Bengal Treasury Bench has officially documented its opposition to NEET. Education Minister Bratya Basu reiterated that his party has consistently opposed NEET due to its nationwide scope, arguing that it undermines the federal structure of the country.

Previously, in 2021, the DMK government in Tamil Nadu had passed legislation seeking exemption from NEET, with Chief Minister MK Stalin calling the exam as discriminatory and disadvantageous to rural aspirants aspiring to pursue medical careers. A similar attempt was made by the AIADMK government under Edappadi K Palaniswami, but the bill failed to receive presidential approval in 2017.

Meanwhile, the Central Bureau of Investigation (CBI) has initiated investigations into multiple alleged irregularities and instances of paper leaks in the NEET-UG 2024 exams, lodging six FIRs so far.

Meanwhile, the Karnataka Cabinet, led by Chief Minister Siddaramaiah, approved a resolution on Monday to abolish the National Eligibility-cum-Entrance Test (NEET) in the state, proposing a new entrance exam for undergraduate and postgraduate medical students.

During a late-night session, the Cabinet also approved two additional resolutions: one addressing the delimitation of state legislative assemblies and Lok Sabha constituencies, and another opposing the ‘One Nation, One Election’ concept. It will be taken up by the current legislative session next.

This move comes amid increasing concerns about NEET. Last week, Deputy Chief Minister DK Shivakumar urged the central government to scrap NEET and allow states to conduct their own entrance examinations.

“The irregularities in the NEET exam are serious. It is a question of the future of lakhs of students. The Centre must scrap NEET and allow states to conduct their own entrance tests. Students from across the country can participate in the tests conducted by states,” Shivakumar stated.

He also highlighted the negative impact on Karnataka students, saying, “Injustice is being meted out to the students from Karnataka. Karnataka has built colleges, but it is benefitting students from North India and depriving its own students. We have to fight unitedly against this. The Centre must conduct an inquiry into the NEET exam irregularities.”

President of India Inaugurates Integrated Cryogenic Engine Manufacturing Facility of Hindustan Aeronautics Limited; Also Lays The Foundation Stone for The Zonal Institute of Virology

The President of India, Smt Droupadi Murmu, inaugurated the Integrated Cryogenic Engine Manufacturing Facility of Hindustan Aeronautics Limited (HAL) in Bengaluru today (September 27, 2022). She also laid the foundation stone for the Zonal Institute of Virology (South Zone) virtually on the occasion.

Addressing the gathering, the President said that inauguration of the Integrated Cryogenic Engine Manufacturing Facility is indeed a historic moment not only for HAL and ISRO, but also for the whole country to have a state-of-the-art facility to manufacture Cryogenic and Semi-cryogenic Engines. She said that HAL has contributed immensely to India’s self reliance in defence. It can be said that HAL has been the force behind the forces. HAL has time and again demonstrated its capabilities in research, development and manufacturing of various Aircraft Platforms.

The President said that ISRO has been the pride of the nation. When this institution started operations in the 1960s, India was still a young Republic, facing challenges of severe poverty and illiteracy. But there was immense potential. The rapid pace, with which ISRO has grown, caught the attention of even the most advanced and technologically developed countries. Sincere efforts and dedication of ISRO have made India emerge as the sixth country in the world to have Cryogenic Engine Manufacturing Capabilities.

The President said that HAL and ISRO together contribute to strategic defence and development. Both the organizations have played a major role in the development of various equipment and programmes which have reinforced the security and development of our country. HAL with its high end facility of manufacturing defence related equipment has proved to be an invaluable asset for our country.

The President said that the glorious past of HAL and ISRO gives us an assurance that these organisations will continue to play a significant and positive role in the future as India enters the Amrit Kaal. By 2047, when we will celebrate the 100 years of Independence, the world around us will have changed drastically. Just as we were in no position 25 years ago to imagine the contemporary world, we cannot visualise today how Artificial Intelligence and automation are going to transform life. We have completed 75 years as an independent country. We are looking ahead at the next 25 years as the period to re-imagine India and make it a developed country. It is our joint responsibility to ensure that the India of 2047 will be a much more prosperous and strong nation.

Speaking about the Covid pandemic, the President said that the resilience and extraordinary effort of our doctors and scientists helped us deal with the crisis. She noted that the Indian Council of Medical Research has provided exemplary support for effective COVID management and is expanding its research infrastructure. National Institute of Virology, Pune under Indian Council of Medical Research, is also taking all possible steps to increase R&D in the field of virology. She was happy to note that the National Institute of Virology has been designated as one of the collaborating laboratories of the World Health Organization. She said that the expansion of National Institute of Virology through Zonal Campuses across the country catering to the demands in the different geographical regions is praiseworthy.

Two Karnataka II PUC students drown while taking selfie

 Sep 19 (IANS) The Karnataka Police, the Fire Force and Emergency personnel have retrieved the bodies of two students who fell into a water body on Monday in Raichur district.

The deceased students have been identified as Sujith and Vaibhav. Both students of II PUC (Class 12) in Vidya Nidhi College.

According to police, the students went for a picnic near Kalamala in Tungabhadra left bank canal. They slipped while taking selfies near the canal and drowned in the water.

SC gives notice on online gaming lawsuit to Karnataka

The Supreme Court on Friday agreed to hear a plea by the Karnataka government, challenging the Karnataka High Court judgment, which struck down provisions of law prohibiting betting and wagering in online games.

Senior advocates Mukul Rohatgi, A.M Singhvi, and Shyam Divan, represented the gaming companies’ associations, submitted before a bench of Justices S. Abdul Nazeer and V. Ramasubramanian that the issue was whether it was game of skill or chance or gambling.

The Karnataka government contended that cybercrime has become a major issue and cited filing of 28,000 cases in the last three years, while emphasising the need for a law against online gaming to maintain public order. It further argued that people have died by suicide and the online gaming has ruined many families, therefore it was necessary to deal with its ill effects.

The state government’s plea said: “The Karnataka Police (Amendment) Act, 2021 made criminalised wagering, betting or risking money on the unknown result of an event.”

On February 14 this year, the high court struck down the government’s ban and the legal provision which criminalized playing games of skill, including online games, and betting.

The top court issued notice to online gaming industry body All India Gaming Federation and skill-based gaming firms. It directed to tag this matter with a similar matter, where the Tamil Nadu government has challenged the judgment by the Madras High Court.The Karnataka High Court had said that the Act was unconstitutional and there cannot be any ban on online games of skill. The state government contended before the apex court that the high court had grossly erred in not taking into account the material produced by it in connection with cases registered by the police authorities.

 

 

Robin Uthappa retires from Indian cricket; 20 years of professional cricket

Right-handed batter Robin Uthappa on Wednesday announced his retirement from all forms of Indian cricket.

The 2007 T20 World Cup-winning batter, who last played for India in 2015, took to Twitter to announce his decision.

“It’s been 20 years since I started playing professional cricket, and it has been the greatest honour to represent my country and state, Karnataka- wonderful journey of ups and downs; one that has been fulfilling, rewarding, enjoyable and has allowed me to grow as a human being. However, all good things must come to an end and with a grateful heart I have decided to retire from all forms of Indian cricket. While I will spend a significant time with my young family, I look forward to charting a new phase in life,” he wrote in his farewell note.

He also thanked all the IPL teams he has played so far. In the Indian Premier League, he played for Chennai Super Kings last season. He also appeared for Mumbai Indians, Royal Challengers Bangalore, Pune Warriors India, Rajasthan Royals and Kolkata Knight Riders in the 14 years of IPL.

In domestic cricket, he represented Karnataka, Saurashtra and Kerala, respectively.

Indian, US, Spain surgeons win global robotic surgery innovation awards

Robotic surgeons from the US, India and Spain were named the top three winners in the KS International Robotic Surgery Innovation competition, as robotic surgery slowly becomes mainstream.

The winners were selected by an international jury form Oxford and Stanford Universities, and New-Delhi based AIIMS, from the fields of urology, gynaecology, general surgery, hepato-biliary-pancreatic surgery, colorectal, head and neck, paediatric and joint replacement surgeries.

The winning entry of Dr Jihad Kaouk, department of urology, Cleveland Clinic in Ohio was titled Single Port Robot-Assisted Kidney Transplantation Extraperitoneal Approach’ in the unique competition organised by Michigan-based robotic surgery evangelist Vattikuti Foundation.

Dr Kaouk and his team modified the technique of robotic kidney transplant developed at the Vattikuti Urology Institute and Medanta Medicity.

Kaouk used a da Vinci single port robot for truly minimally invasive surgery.

Indian, US surgeons win global robotic surgery innovation award

“The early results of patients who had undergone robotic kidney transplant through this technique could go home in only 2 days,” the foundation said in a statement.

For Robotic Infraclavicular Approach for Minimally Invasive Neck Dissection,’ the second award went to Dr Sandeep Nayak, Director, Surgical Oncology, Fortis Cancer Institute, Bengaluru.

Dr Nayak innovated a robotic technique to perform very major cancer surgery of the head neck to clear the lymph nodes in the neck with quick patient recovery and minimal discomfort.

The third award went to a team of Dr Alberto Piana, Dr Paolo Verri, and Dr Alberto Breda of Oncology Urology and Kidney Transplant Surgery, Fundacio Puigvert, Barcelona, Spain for their entry of 3D Augmented Reality Guided Robotic Assisted Kidney Transplantation’.

The KS National Robotic Surgery Video’ competition is being organised in India since 2015 by Vattikuti Foundation. This year, it went international for the first time.

“As surgeons continue to innovate newer procedures in robotic surgery, the Vattikuti Foundation will continue to invest and make it accessible to other surgeons,” said Raj Vattikuti, president of Vattikuti Foundation.

Gang of wildlife poachers including a software professional busted in Karnataka

The Karnataka Police’s Criminal Investigation Department (CID) has busted a gang of wildlife poachers, including a software professional, authorities said on Tuesday.

The arrested were identified as Byatappa Gowda, a resident of Arehalli in Tumakuru district; Vaishak from Kadehalli; and Charan, the software professional, from Bengaluru.

According to the CID Forest Cell wing, the accused were involved in poaching rabbits and wild boars.

Recently, Byatappa and Vaishak had shot a leopard and attempted to sell the animal’s nails, skin and jaws through accused Charan.

Arrested

CID officers, posing as religious seers, first approached the accused techie, and nabbed him. The other managed to escape initially, but they were tracked and arrested later.

The accused were arrested in Sri Ranganatha hill in Tumakuru district, where they had laid a trap for rabbits and wild boars.

They used to sell the meat and make money.

Scientists fix GPS device to pelican’s wings in Karnataka’s Mandya district

Mandya (Karnataka), Sep 12 (IANS) Scientists on Monday successfully fitted a GPS device to a pelican bird in Kokkare Bellur in Karnataka’s Mandya district.

A team of scientists attached to the Dehradun Wildlife Institute carried out the experiment for the first time in the country, according to the local officials.

The experiment was carried out to study the abodes of pelicans, food habits and international routes that these migratory birds traverse.

Sources said that the GPS device was imported from Greece. The animal lovers and scientists have described the experiment as historical.

Spot-billed pelican birds

The GPS device will help ascertain the route, including countries the pelican’s travel through besides recording their activities. The scientists have also stated that they would be able to find out the origin place of the bird through this experiment.

Pelican birds travel across India, Sri Lanka and Myanmar. The GPS device will get charged automatically through sun rays. The device is designed to send all the information regarding various travelling routes for a period of four years.

Attractive pelican birds arrive in Kokkare Bellur in October and disappear after two months. This breed of birds are found in Karnataka, Tamil Nadu, Sri Lanka, Malaysia and Myanmar.

Karnataka Food and Civil Supplies Minister Umesh Vishwanath Katti aged 61 passed away due to cardiac arrest in Bengaluru on Tuesday night.
The State declared one day mourning.

Prime Minister, Narendra Modi has expressed deep grief on the demise of Karnataka Minister, Umesh Katti.

The Prime Minister tweeted;

“Shri Umesh Katti Ji was an experienced leader who made rich contributions to Karnataka’s development. Pained by his demise. My thoughts are with his family and supporters in this tragic hour. Om Shanti.”

What is Cyclone Sagar?

Indian Met Department has issued an alert to Tamil Nadu, Kerala, Karnataka, Goa, Maharasthra and the Lakshadweep over the cyclone ‘Sagar’, which is building up over the Arabian Sea with potential to hit the coastal region of northern Indian Ocean on Saturday.

Formerly known as 01A, Tropical Cyclone Sagar, quickly formed in the Indian Ocean and strengthened into a tropical storm on May 16 at 3:35 a.m. IST as shown in the resolution imaging captured by the spectroradiometer aboard NASA’s Aqua satellite.

It showed thunderstorms at minus 80 degrees Celsius, which means very strong storms with a potential for heavy rainfall in the Arabian Sea with maximum sustained winds near 46 miles per hour (40 knots). Located near 13.0 degrees north latitude and 48.6 degrees east longitude, or approximately 229 nautical miles east of Aden, Yemen.

When captured NASA-NOAA’s Suomi NPP satellite appeared more organized and has been strengthening since May 17. On Friday, May 18 the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument aboard NASA-NOAA’s Suomi NPP satellite captured a true-color image of Tropical Cyclone Sagar showing the center above the Gulf of Aden, affecting Yemen and Somalia.

At 1:30 p.m IST, the Tropical Cyclone Sagar was centered near 11.6 degrees north latitude and 45.9 degrees east longitude, approximately 89 nautical miles southeast of Aden, Yemen, registering maximum sustained winds up at 69 mph (50 knots/111 kph). Currently, Sagar is moving to the west-southwest at 6.9 mph (6 knots/11.1 kph).

Sagar is likely to threaten Yemen, Somalia and Djibouti with waves as high as 17 feet, before hitting the Indian west coast on Saturday. The Indian Meteorological Department (IMD) has issued an advisory that said: “Strong winds reaching upto 75-85 kmph and 95 kmph covering the Gulf of Aden and adjoining south-western Arabian Sea area are very likely duting the next 12 hours. It may then gradually decrease ato 65-75 kmph during the next 12 hours.”

Fishermen are advised not to venture into the high seas of the Gulf of Aden or west-central and south-west Arabian Sea in the next 48 hours.

NO CASH in ATMs? What’s Behind Sudden ‘run’ on Banks?

It is more than 18 months since the whole country’s citizens were paraded on the streets by the Demonetisation 2016 and the days are here again with No Cash board greeting on ATMs, especially in non-BJP ruled states of Andhra Pradesh, Telangana and West Bengal. Karnataka facing elections next month has been partly spared from the cash crunch.

West Bengal Chief Minister Mamata Banerjee on Tuesday questioned whether a "financial emergency" was subtly imposed in the country. "Seeing reports of ATMs running out of cash in several states. Big notes missing. Reminder of #DeMonetisation days. Is there a Financial Emergency going on in the country? #CashCrunch #CashlessATMs," Banerjee tweeted.

Even BJP-ruled Madhya Pradesh, Maharashtra, Gujarat and coalition government in Bihar have reported cash crunch on Monday but Union Finance Minister Arun Jaitley categorically denied the reports of any cash crunch. "There is more than adequate currency in circulation," he reiterated, saying RBI figures show that Rs 18.17 lakh crore was in circulation.

Severe cash crunch was faced in India following Nov. 8 ban on high-value currency notes. Almost the entire country was seen in big queues before the banks, and the sordid saga continued at a stretch for 15 days.

However, this time, reports say that the cash crunch was a knee-jerk reaction to the latest Financial Resolution and Deposit Insurance (FRDI) Bill, being tabled in parliament. Rumours are widespread that it affects deposits if a bank goes bankrupt, though government has clarified that it is not the case.

In some states, this has led to a run on banks from where people are withdrawing deposits and collecting cash, especially, in Rs.2000 notes so as to hoard it easily at home.

Already huge bank defaults in Punjab National Bank, ICICI bank scam, and evasion of thousands of crores by big business magnates are making round every day in the country, leading to loss of people’s faith in the banking system. As of March 2018, bank deposits grew at 6.7 percent compared to 15.3 percent in 2016-17.

Opposition has described it as a "deliberate move” of the government. “News reports say that ATMs around the country are running of out of cash. Is it just gross mismanagement by the Modi Govt or is this a deliberate move? The people of the country forced to suffer even after 1.5 years of demonetisation show the acute failure of BJP government,” tweeted Congress.

COMEDK 2018 Applications Last Date is April 19, Test on May 13

For the current academic year 2018-19, COMEDK will hold an online examination all over India on Sunday, the 13th May 2018, across 300 centres for the Engineering programs and about 20,000 seats are being offered by around 190 colleges in the state of Karnataka. The test will be followed by offline counseling.

Following the National Eligibility -cum- Entrance Test (NEET) being mandated as the only acceptable entrance exam for admission to Medical and Dental courses in the country, Karnataka private colleges consortium COMEDK will continue the entrance only for engineering and allied subjects.

The COMEDK UGET 2018 may perhaps be the last time in its history of over two decades and the cutoff rank is likely to be higher this year.

Eligibility:

The qualifying examinations prescribed for admission for B.E. is second PUC or 10+2 Higher Secondary or equivalent examination recognized by State / Central Government, and the students should have studied Physics, Chemistry and Mathematics with English as a compulsory subject.

The General Merit candidates should have passed with a minimum aggregate of 45% marks (40% in respect of SC, ST and OBC candidates of Karnataka State) in Physics, Chemistry and Mathematics and should have passed these subjects individually.

Physics and Mathematics are compulsory subjects along with Chemistry or Bio Technology or Biology or Computer Science or Electronics as one of the optional subjects. However, changes, if any, in the eligibility criteria by the AICTE will be adopted.

An attempt in the COMEDK Entrance Test seeking admission to Engineering courses is considered adequate for figuring in the rank list. Diploma candidates are not eligible to take the Entrance Test as there are no lateral entry admissions for COMEDK.

Note: The candidates shall submit the original marks card of the examination during counseling for proving their eligibility vis-a-vis marks scored as evidenced by the original marks card. Candidates seeking admission to B. Arch course shall submit separate application form for counseling as per the notification on COMEDK website.

Rank Card will be generated only for those candidates who become eligible for admission to under Graduate Courses as per the regulations of AICTE / VTU, said COMEDK 2018 notification.

Test Pattern:

COMEDK said there will be no provision for making correction in the application form which was to be made online.The admit card will be available from May 5 onwards for download. The printout of admit card should be produced at the time of exam along with other documents required by the candidates. The invigilator’s signature is a must on the card and candidates have to ensure that, said COMEDK under its instructions.

The admission test will have 180 questions given in English under multiple choices carrying one mark each, with no negative marking. Each of the three subjects – Physics, Chemistry, and Mathematics – will have 60 questions each. In case of a tie, the person who has made maximum wrong answers stands to loose in the determination of merit/ rank.

 

Here are the indicative cutoff points for COMEDK 2018:

For R.V.College of Engineering, the No.1 college in Bangalore, the cutoff rank for CSE or Computer Science Engineering in the last two years was in the range of top 373, for ECE or Electronics & Communication Engineering, it was 856, for ISE or Information Systems it was 597 and for EEE or Electrical & Electronics Engineering, it was 2480 rank.

 

 

Highway Projects in North Karnataka

Total 13 works amounting to Rs. 7216 crore are presently in progress in North Karnataka. These are scheduled to be completed between December, 2017 to March 2019. 8 works at an estimated cost of Rs. 1090 crore are proposed to be sanctioned during the current year.

This information was given by Minister of State for Road Transport and Highways, Shipping and Chemical & Fertilizers Shri Mansukh L. Mandaviya in a written reply to a question in the Rajya Sabha today.

RV College of Engineering to Conduct Uranium-Related Research in Karnataka

Board of Research in Nuclear Science has granted Rs.25 lakh to Bangalore=based RV College of Engineering for conducting research on spatial distribution of uranium and its impact on water in five districts of Karnataka.

The grant for three years enables Bangalore’s No.1 engineering college to undertake the project entitled “Spatial distribution of Uranium and associated water quality parameters in Bangalore, Bangalore Rural, Ramanagara, Chikkaballapura and Kolar district in Karnataka” spanning over three years.

The project will be undertaken by Dr. M. Rajalakshmi, Dr. Sham Aan and Dr. R. Suresh of the Department of Chemical Engineering, R. V. College of Engineering. The funding agency, Board of Research in Nuclear Sciences (BRNS), is part of the country’s Department of Atomic Energy.
