‘Plenty of fish in the sea’? Not anymore, say UN experts in Nice

As yachts bobbed gently and delegates streamed by in a rising tide of lanyards and iPads at Port Lympia, Nice’s historic harbor, that statistic sent a ripple through the summit’s third day – a stark reminder that the world’s oceans are under growing pressure from overfishing, climate change, and unsustainable management.

Presented dockside at a press conference by Manuel Barange, Assistant Director-General of the UN Food and Agriculture Organization (FAO), the report offered a detailed global snapshot of how human activity is steadily draining the ocean – and how sound management can bring it back.

“To use a banking comparison,” Mr. Barange told UN News in an interview ahead of the report’s launch, “we are extracting more than the interest the bank gives us. We are depleting the populations.”

The “Review of the State of World Marine Fishery Resources 2025,” which draws on data from 2,570 marine fish stocks – the widest scope used by FAO yet – paints a complex picture: while over a third of stocks are being overexploited, 77 per cent of fish consumed globally still come from sustainable sources thanks to stronger yields from well-managed fisheries.

“Management works,” Mr. Barange said. “We know how to rebuild populations.”

A global patchwork

Regional disparities remain stark. In the Pacific coast of the United States and Canada, over 90 per cent of stocks are sustainably fished. In Australia and New Zealand, the figure exceeds 85 per cent. The Antarctic – governed by strict international regulations – reports 100 per cent sustainability.

But along northwest Africa’s coast, from Morocco to the Gulf of Guinea, over half of all stocks are overfished, with little sign of recovery. The Mediterranean               Seas fare even worse: 65 per cent of stocks there are unsustainable. Yet there is a positive sign – the number of boats going out to fish in that region has declined by nearly a third over the past decade, offering hope that policy shifts are beginning to take effect.

For Mr. Barange, the lesson is clear: where management systems exist – and are backed by resources – stocks recover.

But science-based management is expensive. “Some regions can’t afford the infrastructure needed for control and monitoring, the science needed, the institutions needed,” he said.

“We need to build up capacity for the regions that are not doing so well. Not to blame them, but to understand the reasons why they are not doing so well and support them in rebuilding their populations.”

From collapse to comeback

Perhaps the clearest example of recovery may be tuna. Once on the brink, the saltwater fish has made a remarkable comeback. Today, 87 per cent of major tuna stocks are sustainably fished, and 99 per cent of the global market comes from those stocks.

“This is a very significant turnaround,” Mr. Barange said. “Because we have taken management seriously, we have set up monitoring systems, we set up management systems, compliance systems.”

The full findings in the FAO’s new report are likely to shape policy discussions far beyond Nice. The agency has worked closely with 25 regional fisheries-management organizations to promote accountability and reform, and Mr. Barange believes the model is replicable – if the political will holds.

Fish, livelihoods, and the blue economy

Countries were reported to have finalized negotiations over the political declaration expected to be adopted on Friday at the close of UNOC3, as the conference in known. The statement will form part of the Nice Ocean Action Plan and is intended to align with the Kunming-Montreal Global Biodiversity Framework – the 2022 agreement to protect 30 per cent of the planet’s land and ocean by 2030.

As the heat climbed once again over the stone quays of Nice – a city perched in one of Europe’s most climate-vulnerable regions – sustainable fisheries took center stage inside the conference halls. Action panels focused on supporting small-scale fishers and advancing inclusive ocean economies, with delegates exploring how to align conservation goals with social equity – especially in regions where millions depend on fishing for survival.

“There are 600 million people worldwide who depend on fisheries and aquaculture for their livelihoods,” Mr. Barange said. “In some countries, aquatic animals are the main source of protein. We’re not apart from the ocean – we’re a part of it.”

As the conference moves into its final stretch, FAO’s warning shines like a beacon: one-third of the world’s fish stocks remain under too much pressure. But the data also offer something that can be elusive in the climate and biodiversity space – evidence that recovery is possible.

Three days in, the FAO report underscores a central message voiced by UN Secretary-General António Guterres, on Monday, as he opened the summit: recovery is still within reach.

“What was lost in a generation,” he said, “can return in a generation.”

At least eight drown in Red Sea as smugglers force migrants overboard

At least eight people are feared dead and 22 others are missing after smugglers stopped a boat carrying around 150 passengers likely bound for Yemen on 5 June.

“These young people were forced into impossible choices by smugglers who show no regard for human life,” said Celestine Frantz, the UN migration agency’s Regional Director for the East, Horn and Southern Africa. “We are doing everything we can to support the survivors and prevent further loss along this deadly route.”

Rescue mission

Search and rescue operations supported by the International Organization for Migration, IOM, have recovered five bodies from the sea near Moulhoulé in northern Djibouti. The confirmed death toll stands at eight but this is expected to rise as search efforts continue.

IOM said that in the days following the incident, many of those rescued were found in the desert by the UN agency’s mobile patrols. They are now receiving urgent medical care at a local hospital and psychosocial support at the IOM-run Migrant Response Center in Obock, Djibouti.

Thousands of migrants from the Horn of Africa risk their lives every year to reach the Gulf States via Yemen where they hope to find work.

So far this year, 272 people have been confirmed dead on the Eastern Mediterranean migrant route which includes the Djibouti to Yemen leg. This includes both land and sea routes, according to IOM data.

“This latest tragedy is part of a series of fatal maritime incidents off the coast of Djibouti, underscoring the urgent need for stronger protection mechanisms for migrants along the migration route between the Horn of Africa and Yemen,” IOM said.
Warning that this latest deadly incident is part of a growing crisis, the UN agency has called for increased international support to strengthen search and rescue operations and expand access to safe migration pathways.

Libya focus

In a related development, IOM reported on Tuesday that the bodies of 10 migrants had washed ashore near Marsa Matrouh in Egypt.

The dead are believed to have set sail from the Libyan coast which is often used by people smugglers to traffic migrants across the Mediterranean Sea to Europe.

More than 32,000 people are known to have drowned in the Mediterranean Sea since 2014 “with an unknown number still missing”, IOM’s Missing Migrants Project said.

The battle to quiet the sea: Can the shipping industry turn down the volume?

As global trade surges, so does the underwater noise generated by commercial shipping. From the Arctic to the Great Barrier Reef, scientists have documented how this constant mechanical hum can disorient whales, disrupt migration routes, and drown out the acoustic cues that many marine species rely on to survive.

As the issue intensifies, the United Nations agency responsible for regulating international shipping is now focused on reducing underwater noise.

New guidelines

More than 80 per cent of global goods are transported by sea. Propellers, hull vibrations, and engines generate low-frequency sounds that travel vast distances underwater. Unlike oil spills or visible trash, noise pollution leaves no trace – but its impact is no less acute.

To address the issue, the IMO has issued new guidelines for the reduction of ship noise and launched a comprehensive Underwater Radiated Noise (URN) Action Plan.

A three-year “experience building phase,” during which countries are invited to share lessons and help develop best practices about the new guidelines, is currently underway.

“We now have an action plan to develop mandatory mechanisms learning from this,” Mr. Dominguez.

These voluntary guidelines – first adopted in 2014 and updated in 2023 – offer a range of technical recommendations for shipbuilders and operators, including hull design, propeller optimization, and operational measures like speed reduction.

According to the IMO, these changes can significantly reduce noise, especially in “Particularly Sensitive Sea Areas” such as the Galápagos Islands, in Ecuador, and the Tubbataha Reefs, in the Philippines, where marine ecosystems and Indigenous communities are particularly vulnerable.

New technologies and pilot initiatives

Scientists have documented how the constant mechanical hum of ships can disorient whales, disrupt migration routes, and drown out the acoustic cues that many marine species rely on to survive.

The issue of shipborne noise pollution is also gaining traction at UNOC3, as part of its broader discussions on ocean health, marine biodiversity, and the regulation of industrial impacts on the sea. The UN maritime agency is using the gathering to raise the profile of its recently updated guidelines.

Mr. Dominguez pointed to the importance of new technologies in reducing underwater noise: “By enhancing the biofouling and the cleaning of the hulls of the vessels and introducing new technologies, including propellers, we can actually start reducing the negative effects of underwater radiated noise on board the ships.”

He added: “Another measure that is effective is speed optimization. By reducing the speeds of the ship, we also reduce underwater radiated noise.”

Together with the UN Development Programme (UNDP) and the Global Environment Facility (GEF), the IMO has launched an initiative called the GloNoise Partnership, which aims at reducing the acoustic footprint of shipping across in a few pilot countries, including Argentina, Chile, Costa Rica, India, South Africa, and Trinidad and Tobago.

“We need to do everything within our power to protect [the ocean],” Mr. Dominguez said. “It’s not just the food that we sometimes have on our plates, but it’s the goods that are transported by sea. And without them, I don’t think the civilizations would actually be able to continue.”

The stakes, he warned, go beyond biodiversity.

“This will have a positive impact in relation to the marine conservations in the ocean… Once we gather all this information, we will be able to enhance the quality of shipping when it comes to its efficiency and reduction of underwater radiating noise.”

As scientists continue to sound the alarm, Mr. Dominguez said the IMO must move faster: “The big message that I will have from everyone participating in [UNOC3] is let’s focus on tangible results. We’ve made the statements in the past. We have made commitments. It’s time to start acting on those commitments and see what has been done and what else needs to be done.”

“We are not against this,” he concluded. “We are on board.”

 

90 days to economic collapse: UN and experts sound alarm over security at sea

Addressing a high-level debate of the Security Council, António Guterres said that oceans and seas are “sending a clear SOS,” as maritime spaces face escalating pressure from both traditional threats and new dangers – including piracy, armed robbery, trafficking, terrorism, cyberattacks and territorial disputes.

“From time immemorial, maritime routes have bound the world together,” he said.

“But maritime spaces are increasingly under strain…and without maritime security, there can be no global security.

Spike in piracy, attacks

The Secretary-General pointed to a sharp spike in piracy and armed robbery at sea in early 2025, citing International Maritime Organization (IMO) figures showing a 47.5 per cent increase in reported incidents compared to the same period last year.

The rise was most pronounced in Asia, especially in the busy Straits of Malacca and Singapore.

He also highlighted continued attacks on shipping in the Red Sea and Gulf of Aden by Houthi forces, disruptions in the Black Sea, and growing criminal networks trafficking drugs and people across the Gulf of Guinea, the Mediterranean and the Atlantic.

The debate was a signature event of the Greek presidency of the Council. Prime Minister Kyriakos Mitsotakis held the gavel, and several ministers were in the chamber.

A 90-day countdown to collapse

Melina Travlos, President of the Union of Greek Shipowners, delivered a stark warning to Council members: if the global shipping system grinds to a halt, the world economy will collapse in just 90 days.

She described shipping as “the silent guardian of global welfare,” noting that 90 per cent of international trade and more than 12 billion tonnes of goods depend on maritime transport each year.

Shipping unites the world, not occasionally, but consistently,” she said, calling for greater protection of seafarers and maritime infrastructure amid increasing and more complex threats.

One ship, six days, billions lost

Christian Bueger, a professor of international relations at the University of Copenhagen, reminded ambassadors that in 2021, a single ship – the Ever Given – blocked the Suez Canal for six days, costing the global economy billions.

Never before in history have we been as dependent on the sea as we are today,” he said, citing a 300 per cent rise in maritime trade since the 1990s.

Mr. Bueger urged Member States to adopt a more systematic, evidence-based approach to maritime security, urging a global response that is as interconnected as the threats it faces.

Uphold law of the sea

In his remarks, Secretary-General Guterres laid out a three-pronged strategy to strengthen maritime security – highlighting that decisive, coordinated global action is needed regardless of individual flashpoints or shipping disruptions.

These include upholding international law, tackling the root causes of maritime insecurity, and strengthening global partnerships.

He called on all nations to uphold international law, especially the UN Convention on the Law of the Sea (UNCLOS), the international treaty that sets the legal framework for all maritime activities and regulates the use of ocean and its resources.

This framework is only as strong as States’ commitment to full and effective implementation,” he said.

“All States must live up to their obligations.”

Prioritise investment

On root causes, he urged investment in coastal communities, judicial reform and building maritime capacity in developing countries — from surveillance to port security.

Alongside this, weak governance, rising poverty and lack of opportunities must be addressed.

The UN chief stressed that lasting solutions would require cooperation from governments, regional bodies, the private sector and civil society – including women and girls, who are disproportionately affected by maritime crime.

Collectively, we must do more to reduce the likelihood that desperate people will turn to crime and other activities that threaten maritime security and degrade our ocean environment,” he said.

“The United Nations system stands ready to support Member States to ensure peaceful, secure, and prosperous maritime spaces for generations to come.”

World News in Brief: Sudan aid update, child migrant deaths at sea, nursing shortages, invasive pest scourge

Port Sudan – the main entry point for humanitarian supplies and personnel into the country – came under attack for the ninth consecutive day. As the UN’s main humanitarian hub in Sudan, drone strikes on the coastal city have gravely impacted aid delivery.

Nonetheless, UN Humanitarian Air Service (UNHAS) flights were able to resume on 8 May, providing a continuation of a key humanitarian lifeline as the war between rival militaries for control of Sudan continues, UN Spokesperson Stéphane Dujarric confirmed.

Targeting of civilian infrastructure has sparked panic and displacement. The International Organization for Migration (IOM) reported last week that 600 people were displaced within Port Sudan alone because of the attacks.

Catastrophic situation in North Darfur

The UN Humanitarian Coordinator for Sudan, Clementine Nkweta-Salami, warned on Sunday that the situation in the North Darfur camps of Abou Shouk “is catastrophic.”

Although the UN and its partners continue to scale up their humanitarian response, both camps remain, in effect, cut off from aid.

Ms Nkweta-Salami issued an urgent call for a ceasefire and humanitarian pauses to allow life-saving deliveries to resume.

Call for action after deaths of migrant children at sea

Two young children, aged 3 and 4, have died from dehydration aboard a rubber dinghy found adrift in the central Mediterranean, the UN Children’s Fund (UNICEF) said on Monday.

The vessel, which departed Libya carrying 62 migrants including several children, had reportedly been stranded for days after its engine failed.

Refugees and migrants in a wooden boat are rescued near the Italian island of Lampedusa in the Mediterranean Sea.

According to survivors, the children had died nearly a day before rescuers arrived.

One additional passenger is believed to have drowned earlier in the journey. Many others onboard suffered severe chemical burns caused by contact with a mixture of seawater and spilled fuel – injuries which require urgent medical attention.

All surviving passengers were eventually rescued and transferred to Lampedusa by the Italian coast guard.

‘Devastating reminder’

Regina De Dominicis, UNICEF Regional Director for Europe and Central Asia, called the incident “another devastating reminder” of the deadly risks migrants face.

She stressed the need for coordinated search and rescue missions, and greater investment in support services for migrant families.

“The central Mediterranean remains one of the most dangerous migration routes in the world,” Ms. De Dominicis said. “Without immediate action, more lives will continue to be lost.”

UNICEF continues to call on governments to meet their obligations under international law and protect vulnerable children seeking safety.

Nursing workforce grows, but deep inequalities persist worldwide

The number of nurses around the world has increased in recent years, but a new UN report published on Monday shows that many countries and regions still face serious shortages, highlighting ongoing inequalities in access to nursing care.

Low-income countries are particularly affected, struggling with too few nurses to meet the needs of their growing populations, said the UN World Health Organization (WHO) which crunched the data.

Poor prospects at home

While these countries are training new nurses at a faster rate than wealthier nations, challenges such as rapid population growth and limited job opportunities are making it hard to close the gap, WHO added.

These imbalances in where nurses are working mean that millions still don’t have access to basic health services.

This is holding back efforts to achieve universal health coverage, protect global health, and meet international development goals linked to health.

“We cannot ignore the inequalities that mark the global nursing landscape,” said WHO Director-General Tedros Adhanom Ghebreyesus.

WHO is urging governments to create more nursing jobs and ensure they are fairly distributed, especially in communities where healthcare services are lacking.

Plant pests continue to threaten global food supplies

Protecting crops from pests is key to ensuring everyone has enough to eat, said the head of the UN Food and Agriculture Organization (FAO) on Monday, who stressed that access to food is a basic human right.

Each year, around 40 per cent of the world’s crops are lost to plant pests and diseases, causing over $220 billion in economic damage.

Invasive pests turn up the heat

Migratory pests like locusts and armyworms are among the biggest threats, especially in regions already hit hard by conflict and climate change.

Countries in the Near East and North Africa – including Algeria, Libya and Tunisia – are currently dealing with a serious outbreak of desert locusts that began in the Sahel.

These insects destroy crops and pastureland, putting food supplies for both people and animals at risk, and threatening the survival of farming communities.

“No country can face these challenges alone,” said FAO Director-General QU Dongyu, at a high-level conference in Italy marking the International Day of Plant Health.

He called for greater international cooperation and more funding to tackle cross-border pests and diseases.

Coast Guard rescues 19 crew from sinking cargo ship off Maharashtra shore

Sep 16 (IANS) In a swift and coordinated rescue operation, the Indian Coast Guard saved 19 crew members – 18 Indians and the Ethiopian Captain – of a sinking cargo ship, an official said here on Friday.

The Gabon-flagged vessel, MT Parth, was carrying a cargo of 3,911 tonnes of Asphalt Bitumen from Khor Fakkan in UAE to New Mangalore Port.

Around 9.30 a.m., the vessel reported flooding in the Arabian Sea when it was around 41 miles off Ratnagiri coast and the crew sent a distress message to the ICG.

The Maritime Rescue Coordination Centre swung into action and two ICG ships in the vicinity, ICGS Sujeet and ICGS Apoorva, were diverted to the distressed cargo ship, an Advanced Light Helicopter deployed and ship MV Wadi Bani directed to proceed for help.

The ICG also relayed International Safety Net and NAVTEX to alert other merchant vessels in the area.

As the MT Parth was flooding fast and dangerously listing, the crew abandoned the ship expecting it would sink when the MV Wadi Bani Khalid reached the spot around 12.30 pm, along with ICGS Sujeet and the chopper.

The rescue operations are continuing and the owners of the distressed vessel have been asked to take up preventive measures to arrest marine pollution with an emergency towing vessel proceeding to the spot.

Till date, the ICG has saved more than 11,000 lives at sea, or almost one life every other day with quick seamless coordination among various agencies.
