India is our friend: Bangladesh PM Sheikh Hasina

Bangladesh Prime Minister Sheikh Hasina, who is on a four-day visit, said India remains a friend of Bangladesh ever and remembered India’s contribution during the liberation struggle.

Hasina was received by Prime Minister Narendra Modi at the Rashtrapati Bhavan where the duo shook hands and posed for the photograph.

She was accorded a ceremonial welcome at Rashtrapati Bhavan in New Delhi on Tuesday. After her welcome, Hasina said, “India is our friend. Whenever I come to India, it is a matter of happiness for me, especially because we always remember India’s contribution during our liberation struggle. We have a friendly relationship, we are cooperating with each other.”

The leaders of the two countries are expected to hold extensive talks, after which the two sides are likely to unveil measures to boost cooperation in the areas of defence, trade and river-water sharing.

On Thursday, Hasina is scheduled to visit Khwaja Moinuddin Chishti Dargah in Ajmer, Rajasthan.

Hasina’s delegation includes Foreign Minister A.K. Abdul Momen, Commerce Minister Tipu Munshi, Railway Minister Mohd Nurul Islam Suzanne, Liberation War Minister AKM Mozammel Haque and Economic Affairs Adviser to the Prime Minister Masiur AKM Rahman.

She had last visited New Delhi in October 2019. In March 2021, Prime Minister Modi visited Bangladesh to attend events organised to mark the birth centenary of Sheikh Mujibur Rahman and 50 years of Bangladesh’s liberation struggle.

India and Bangladesh finalised the text of the agreement on the interim sharing of waters of the Kushiyara river last month and the Memorandum of Understanding (MoU) is likely to be signed on Tuesday.

 

India and Japan Partnership in ‘Specified Skilled Worker’: Details of areas

The Union Cabinet of India  has approved the signing of a Memorandum of Cooperation between the Government of India and Government of Japan, on a Basic Framework for Partnership for Proper Operation of the System Pertaining to “Specified Skilled Worker”. Here are the details:

Details:

The present Memorandum of Cooperation would set an institutional mechanism for partnership and cooperation between India and Japan on sending and accepting skilled Indian workers, who have qualified the required skill and Japanese language test, to work in fourteen specified sectors in Japan. These Indian workers would be granted a new status of residence of “Specified Skilled Worker” by the Government of Japan.

Implementation Strategy:

Under this MOC, a Joint Working Group will be set up to follow up the implementation of this MOC.

The Memorandum of Cooperation (MOC) would enhance people-to -people contacts, foster mobility of workers and skilled professionals from India to Japan.

Skilled Indian workers from 14 sectors viz. Nursing care; Building cleaning; Material Processing industry; Industrial machinery manufacturing industry; Electric and electronic information related industry; Construction; Shipbuilding and ship-related industry; Automobile maintenance; Aviation; Lodging; Agriculture; Fisheries; Food and beverages manufacturing industry and Food service industry would have enhanced job opportunities to work in Japan.

Indian Army, Axis Bank sign MoU on accounts, insurance cover

A Memorandum of Undersanding (MoU) was signed between the Indian Army and Axis Bank on the Defence Salary Package on Friday, 13 Apr 2018, following a similar MoU signed in 2011 and renewed on 24 Mar 2015. The current MoU is tailor-made to suit the requirements of serving soldiers, pensioners and families.

The signing-in ceremony was chaired by the Director General (MP&PS), Lt Gen SK Saini and was attended by the top dignitaries of Axis Bank headed by Mr Sanjay Sailas, President and Head, Retail Banking, Axis Bank.

Recently, Indian Army has also signed a MoU with HDFC bank. MoUs are considered for inception and renewal with banks on analyzing their utility and suitability to the requirements of serving soldiers, pensioners and families. Army is hoping that this MoU will benefit a large number of serving and retired Army personnel who are having their accounts with Axis bank; and also provide them an opportunity to access modern banking facilities.

Under the current MoU, apart from other benefits, the Army personnel will get free personal accident death cover and free permanent total disability cover of Rs 30 lakh and free educational cover of up to Rs 2 Lakh for children between the age of 12 and 20 years.

Cabinet Approves MoU with US Homeland Security

The Union Cabinet on Wednesday, June 28, 2017, approved signing of a Memorandum of Cooperation between India and the United States of America on Homeland Security.

The Memorandum of Cooperation will further strengthen bilateral security relations between India and the USA and will also help in coordination and interactions among the six Sub-Groups that are proposed to be formed under Homeland Security Dialogue between the two countries.

The Cabinet approval follows Prime Minister’s recent visit to the United States where he had talks with President Donald Trump and senior US officials on boosting bilateral cooperation, including upgrading security matters such as MALABAR joint exercise with US and Japan in the Indian Ocean.

The Cabinet also approved another MoU between India and Israel on National Campaign for Water Conservation in India, that will ensure conserving water for future generations.

The two countries will work together at the national, regional and international level to design, implement and monitor a professionally-designed National Water Conservation campaign in India. The Ministries agree to jointly work on the water conservation campaign to achieve the following objectives:

a.Put water conservation on the national agenda in India

b.Encouraging every citizen to save water in everyday life

c.Generating awareness about water

d.Promoting Re-use, Recharge and Recycling of water

e.Develop digital tools such as websites, mobile apps on water conservation

Modi Addresses Plenary Session of St. Petersburg International Economic Forum

Prime Minister Narendra Modi on Friday (June 2, 2017) addressed the Plenary Session of the St. Petersburg International Economic Forum (SPIEF) where India is a “guest country” this year, and Prime Minister Modi is the “Guest of Honour.”

In his remarks, the Prime Minister thanked President Putin for the opportunity to be present at SPIEF, in the beautiful city of St. Petersburg.  Touching upon India-Russia relations, the Prime Minister said they are moving forward with good momentum. He said there are very few relations between, where the basis of the relationship is mutual trust. He said the India-Russia relationship of the last 70 years, has been based on trust, and deepened, even in a changing world.

The Prime Minister said he is at SPIEF as a representative of 1.25 billion people. He said the world is focused on Asia, and therefore, naturally to India. He said that over the last three years as Prime Minister, the Union Government is making progressive decisions on all fronts. We have today an annual GDP growth rate of 7 per cent, he added.

“Minimum Government, Maximum Governance” and “Red carpet instead of Red tape” have been the basis of governance reforms in India, Prime Minister Modi said. He said that political will and clear vision are necessary for reforms. Bureaucracy too has to be vibrant and in tune with leadership, he added.

Noting that diversity is India’s strength, the Prime Minister said that the Goods and Services Tax will be implemented from July 1st, and this will herald a uniform tax system across the country.

Agreeing with President Putin, who spoke before him, the Prime Minister said technology is going to play a key role, and mentioned the Digital India initiative.

The Prime Minister said that with the vision of “New India” skill development is a top priority for India’s 800 million strong talented youth. In this context he mentioned the success of India’s Mars Mission in the first attempt. He said the New India would have youth that are not job seekers but job creators; and can fulfil the global requirements of skilled human resource.

In the services sector, the Prime Minister said the tourism and hospitality sector will receive high priority.

Stressing that one of the four Vedas- the Atharvaveda – encapsulates dedication to nature 5,000 years ago, the Prime Minister said India’s economic growth was based not on exploitation of nature – which is a crime- but on its use and preservation and on respecting it.

He pointed out that India has target of generating 175 Giga Watts of renewable energy by 2022, and added that India is setting up more power generation capacity in renewable energy sector than in thermal. He asserted that India will be a responsible nation with regard to climate and work towards zero-defect, zero-effect manufacturing, entailing no detrimental effect on the environment. He said programmes such as LED bulb distribution had already resulted in huge power savings.

India Ropes in Czech, Russia for Heavy Industry Tech Transfer

India has engaged Czech Republic in heavy engineering and has been interacting with Russian Federation in heavy engineering since its formation for technological cooperation, said the minister. Czech Republic and Russian Federation remain major partners of India in heavy engineering industry and several major achievements have been recorded due to continued support from these countries, he said.

Both the Ministry of Industry, Czech Republic have signed a Memorandum of Understanding (MoU) on 24th November 2015 for technology transfer in heavy engineering that includes modernization of Heavy Engineering Corporation (HEC), which was set up with Russian collaboration.

Also, an MoU has been signed between HEC and CNIITMASH, a Russian Government Company, for transfer of latest technology to HEC and setting up a training infrastructure for highly specialized metallurgy like electro slag re-melting, welding, gearbox manufacturing and non-destructive testing, informed the minister.

BHEL has signed an MoU on 15th April 2015 with the Russian Joint Stock Company INTMA to set up a Gas-based Power Project in Kazakhstan. Andrew Yule & Co. Limited has signed an MoU with Togliatti Transformator of Russia on 10th January 2014 for technical knowhow and design in the field of manufacturing of transformer, noted the minister in his reply.

India, Vietnam Sign MoU for Cyber Security Cooperation

The Indian Cabinet has given ex-post facto approval to the Memorandum of Understanding (MoU) between India and Vietnam in the field of Cyber Security that was signed between Indian Computer Emergency Response Team (CERT-In) and the Cyber Security Department, Ministry of Public Security, Vietnam on 3rd September 2016 at Hanoi.

The MoU intends to promote closer cooperation for exchange of knowledge and experience in detection, resolution and prevention of cyber security-related incidents between India and Vietnam.

“Implementation of the MoU will result in significant mutual benefits in the cyber security sector, through institutional and capacity-building in the field of cyber security in the Socialist Republic of Vietnam,” said a statement.

India and Vietnam, both neighbours to China, have been facing several issues related to hacking of the websites and compromising with the loss of crucial intelligence data for over a decade. A cooperation between the two will entail building a safety network between the two countries which are making headway in terms of information technology.

Earlier, both India and Vietnma had signed an MoU on Cooperation in the field of IT, through institutional and capacity-building in the field of IT and Human Resource Development for a period of five years to be renewed with mutual written consent. A Joint Working Group on IT with representatives from both the countries was also set up.

Cabinet Approves MoU between India, EU on Water

The Union Cabinet under PM Narendra Modi has given its approval for the signing of MoU between India and European Union in the field of water resources.

The MoU envisages strengthening the technological, scientific and management capabilities of India and the European Union in the field of water management on the basis of equality, reciprocity and mutual benefit. It provides technical exchange on water issues, including on integrated water resource management plans within river basins and through study visits.

The MoU aims to identify key environmental issues and approaches to sustainable development where exchange of experiences and cooperation could be mutually beneficial to strengthen and further develop cooperation between India and the European Union in the field of water management.

The pact envisions a more sustainable management of water resources in India with an objective of tackling the challenges posed by water management in the context of growing population, competing water demands and a changing climate. A Joint Working Group shall be formed to monitor the activities to be carried out in fulfillment of the MoU.

The Ministry of Water Resources, River Development and Ganga Rejuvenation has been envisaging bilateral cooperation with other countries in water resources development and management through sharing of policy and technical expertise, conducting of training courses, workshops, scientific and technical symposia, exchange of experts and study tours.

Keeping in view the success of the European Union in distribution of water resources, water pricing, water use efficiency by encouraging the changes in agricultural practices necessary to protect water resources and quality, such as switching to less water-demanding crops, etc., it has been decided to have an agreement with Israel to benefit from their experience and expertise.

The EU States have adopted water pricing policies to provide adequate incentives for users to use water resources efficiently thereby contributing to environmental objectives.

Cabinet Okays MoU with African Asian Rural Development Organization

The Union Cabinet chaired by Prime Minister Narendra Modi has given its approval to the signing of a Memorandum of Understanding (MoU) between India and the African Asian Rural Development Organization (AARDO) for capacity building programmes in the field of rural development.

The MoU for the triennium 2015 – 2017 is being signed under which capacity building programmes for AARDO member countries will be organized every year during the triennium at various Institutions of Excellence in India such as National Institute of Rural Development & Panchayati Raj (NIRD & PR), institutions governed by the Indian Council of Agricultural Research (ICAR), Indian Institute of Management (IIM) and others. The duration of each training programme shall be of two to three weeks. The Post Graduate Diploma in Rural Development Management Course at NIRD & PR under this scheme is for one year.

The AARDO, which has its headquarters in New Delhi, is an autonomous, inter-Governmental organization established in 1962 with the objective of promoting cooperation among the countries of the African – Asian Region in the direction of eradicating thirst, hunger, illiteracy, disease and poverty in the region.

India is one of the Founder Members of the Organization and is the largest contributor in terms of membership contribution of US$ 141,100 apart from contributing by way of providing 70 fully paid training scholarships for Human Resource Development Programme under the Indian Technical & Economic Cooperation Programme (ITEC) to the Organization.

India has also provided a building for housing the AARDO Secretariat in Delhi and considerable financial assistance is given to AARDO for maintenance of the building. AARDO currently has 31 countries of the African – Asian Region under its fold.

Since the year 2009, India is continuing to provide an Additional Contribution of US$ 600,000 to AARDO for each triennium 2009-2011 to expand its scale and scope of the Capacity Building Programmes of AARDO for the benefit of Member Countries.
