DR Congo: UN vows orderly peacekeeping transition as South Africa withdraws troops

In a statement issued on Sunday, President Cyril Ramaphosa said he informed UN Secretary-General António Guterres on 12 January about the decision, which “is influenced by the need to consolidate and realign the resources of the South African National Defence Force, following 27 years of South Africa’s support to UN peacekeeping efforts in the DRC.” 

He noted that South Africa is among the top 10 countries contributing troops to MONUSCO, with over 700 soldiers.  

‘Steadfast commitment’ praised 

In response, MONUSCO, expressed deep gratitude to the Government and people of South Africa “for their steadfast commitment over several decades to United Nations peacekeeping, as well as for the dedication demonstrated by South African peacekeepers in support of the Mission’s mandate.” 

The Mission “looks forward to continuing to engage with the Republic of South Africa on broader peacekeeping issues, including lessons learned and continued support to efforts aimed at advancing peace and stability.” 

It also will work closely with the UN Secretariat and relevant stakeholders to ensure that any transition related to the withdrawal “is managed in a safe, orderly, and responsible manner, in line with United Nations standards and operational requirements.” 

The UN Secretary-General also expressed thanks to South Africa for its longtime commitment and sacrifice, his Spokesman, Stéphane Dujarric, told journalists in New York on Monday.  

Service and sacrifice 

MONUSCO has been in the DRC since July 2010, taking over from an earlier UN peacekeeping operation that supervised implementation of a ceasefire agreement following conflict in the east stemming from the 1994 genocide in neighbouring Rwanda. 

Several regional countries and armed groups were involved in the fighting, also known as the Great War of Africa. 

MONUSCO’s mandate includes protecting civilians and helping the DRC to stabilize and consolidate peace. 

More than 12,400 personnel were serving at the Mission as of October 2025, including some 9,177 troops and 926 police officers from over 50 countries. Since inception, 304 fatalities have been recorded. 

MONUSCO paid tribute “to South African peacekeepers who lost their lives under the United Nations flag in the service of peace in the Democratic Republic of the Congo and honours their sacrifice.” 

Peacekeeping chief’s visit 

The head of UN Peace Operations, Jean‑Pierre Lacroix, is currently in the DRC where on Monday he met with President Félix Tshisekedi, Prime Minister Judith Suminwa Tuluka, key members of the Government, and relevant stakeholders. 

Discussions centred around implementation of the MONUSCO mandate, including support to a permanent ceasefire.   

Mr. Lacroix will then go to Beni in North Kivu province, eastern DRC, where he will assess recent developments and meet with provincial authorities as well as peacekeepers deployed in the area.

Later this week, he will head to Ethiopia for the annual African Union summit, taking place in the capital, Addis Ababa.

UN Police ‘indispensable’ to fulfilling peacekeeping mandates, Security Council hears

Jean-Pierre Lacroix was speaking in the UN Security Council during the annual briefing by heads of police components of UN peace operations. 

“Despite severe constraints, our police personnel continue to serve with dedication, professionalism and courage,” he said. 

They operate in environments of persistent insecurity, political volatility and growing operational risks.” 

Key to peacekeeping  

Peace operations depend on UN Police (UNPOL) for community engagement, institutional reform and prevention of criminal and intercommunal violence.  

Officers also address challenges that require a policing response, including in environments with high density populations such as displacement camps, among other duties. 

“United Nations Police remain a key component of UN peacekeeping and play an indispensable role in fulfilling our mandates,” Mr. Lacroix said.  

He stressed that Member States, host countries, uniformed and civilian personnel all share responsibility for ensuring the success of peacekeeping.  

This is particularly the case at a time when multilateralism faces unprecedented pressures and peace operations are being asked to do more with less. 

Reform and reductions 

He noted that the Council meeting was taking place as a comprehensive review of UN peace operations enters its final phase. 

It was also held against the backdrop of the UN80 reform initiative and mission contingency planning due to the severe liquidity crisis affecting the entire UN system.   

This has led to cost saving measures, including reductions in civilian staff and repatriation of military and police personnel. 

Sustainable financing critical 

The peacekeeping chief visited some of the UN’s biggest field missions in recent months and saw how these measures have affected mandate delivery, including protection of civilians. 

“Efficiency is necessary. We are committed to finding ways to save. However, this efficiency drive cannot substitute for predictable and sustainable financing,” he said. 

“As the Secretary-General has emphasized repeatedly, peacekeeping’s ability to fulfill its mandates will be severely compromised without the full and timely payment of assessed contributions from Member States.” 

Action for Peacekeeping 

Mr. Lacroix also highlighted the renewed Action for Peacekeeping (A4P+) initiative which remains the framework for strengthening the effectiveness, safety, and impact of peace operations. 

The seven priority areas include upholding political solutions as the core of sustainable peace, strengthening strategic and operational integration, investing in capabilities and mindsets, and deepening cooperation with host-State police and other law enforcement agencies.  

“Across all these priorities, the Women, Peace and Security agenda remains central,” he said. 

Although progress has been made in increasing women’s participation and leadership in UNPOL, it “remains fragile, particularly in the context of budget cuts.”   

Pledges of support 

He recalled that the 2025 Peacekeeping Ministerial Meeting in Berlin demonstrated renewed political commitment to peacekeeping.   

The event saw record participation and meaningful pledges, including for specialised roles, rapid deployment and training.  

“The pledges are essential to ensuring that UN Police are prepared to respond to emerging threats in areas like transnational organized crime, cyber-enabled crime, climate-related insecurity, and the misuse of new technologies,” he said. 

Renewed commitment 

Mr. Lacroix concluded by saying his briefing was an opportunity not only to take stock of progress, but to renew collective commitment. 

We must ensure that mandates are matched with adequate resources. We must sustain political unity around peacekeeping,” he said. 

“We must protect the institutional gains achieved under A4P+.And we must equip United Nations Police to meet the demands of tomorrow.”

UN peacekeeping patrols suspended along Lebanon-Israel Blue Line

The incident took place north of the Blue Line on Sunday morning and led to the suspension of more than a dozen UN peacekeeping activities for over nine hours, according to UN Spokesperson Stéphane Dujarric.

Toxicology tests

The IDF said that peacekeepers should stay clear of the area,” Mr. Dujarric told reporters in New York. He added that peacekeepers had supported the Lebanese army in collecting samples dropped, for a toxicology report.

As of Monday afternoon, the test results had not been received.

The Blue Line stretches for approximately 120 kilometres along Lebanon’s southern frontier and serves as a “line of withdrawal” confirming Israel’s withdrawal from southern Lebanon.

The UN reiterated concerns about flight movements across the Blue Line, saying such activities violate Security Council resolution 1701, which brought an end to the 2006 hostilities between Israel and Hezbollah, and outlines UNIFIL’s mandate.

The latest cessation of hostilities agreement between the two sides was signed in November 2024, after violence flared between Hezbollah and Israeli across the Blue Line following the commencement of the Gaza war.

Any activity that may put peacekeepers and civilians at risk is of serious concern,” Mr. Dujarric said. “We reiterate our call on all parties to fully comply with their obligations under resolution 1701.”

Wider concerns

The UN Interim Force in Lebanon (UNIFIL) said the incident also raised concerns about the potential impact of the unidentified substance on civilians, agricultural land and the longer-term return of residents to their homes and livelihoods near the Blue Line.

This is not the first time that the IDF has dropped unknown chemical substances from airplanes over Lebanon,” the mission said, reiterating its call on the IDF “to stop all such activities and work with peacekeepers to support the stability we are all working to achieve.”

Peacekeeping: Lacroix warns of rising threats to ‘blue helmets’ in Middle East

Briefing journalists by video link from Jeddah following an extensive visit to the region, Jean-Pierre Lacroix, said there has been an uptick in dangerous incidents involving peacekeepers and the fragile environment in which missions are operating.

He added that UN missions are continuing to deliver on their mandates despite increasingly challenging conditions on the ground.

“There is no pre-drawdown mandate,” Mr. Lacroix said of the UN Interim Force in Lebanon (UNIFIL), stressing that the mission will continue to operate under its current authorisation until the end of December 2026.

UNIFIL, he said, remains focused on supporting the Lebanese Armed Forces (LAF) and advancing implementation of Security Council resolution 1701, which brought an end to hostilities between Israeli forces and Hezbollah in 2006.

Mr. Lacroix said cooperation with Lebanese authorities and the LAF remained “excellent,” and welcomed recent statements by the Government regarding progress in establishing operational control in the south, while acknowledging that “a number of things remain to be done.”

Increasing danger

At the same time, he expressed grave concern over a growing number of hostile incidents affecting UN peacekeepers, particularly those involving the Israeli Defense Forces.

“The frequency of these incidents has been quite high – it has been increasing,” he said, warning that several encounters “could have had very tragic consequences” for peacekeepers.

He said he had raised the issue with Israeli counterparts, stressing that “it is in no one’s interest to put the lives of peacekeepers at risk,” and reminded all parties of their responsibility to ensure the safety and security of UN personnel.

Mr. Lacroix also described widespread devastation in southern Lebanon, where entire villages and civilians remain unable to return to their homes, undermining prospects for recovery and reconstruction.

Beyond security risks, Mr. Lacroix highlighted the impact of funding shortfalls on peacekeeping operations, noting that UNIFIL and other missions have had to implement savings plans due to delayed or incomplete contributions by some Member States.

He praised peacekeepers for adapting under pressure, saying they had “succeeded in mitigating the impact” of financial constraints through innovation and operational adjustments.

Syria and regional dynamics

Turning to Syria, Mr. Lacroix said the UN Disengagement Observer Force (UNDOF) continues to carry out its mandate with strong backing from both the Security Council and Syrian authorities.

However, he noted that conditions on the ground have changed significantly since Israeli forces established positions inside the area of separation defined by the 1974 disengagement agreement.

Established in May 1974, following the Yom Kippur War, UNDOF is mandated to maintain the ceasefire between Israel and Syria, and supervise the areas of separation as provided in the 1974 agreement.

What we would want is a return to the situation where UNDOF would be the only military presence in the area of separation,” Mr. Lacroix said, describing recent talks between Israel and Syria, mediated by the United States, as “positive.”

Mine action and wider needs

He also underscored the growing importance of UN mine action efforts in Lebanon, Syria, Gaza and the Occupied Palestinian Territory overall, saying needs were “huge” and urging greater donor support.

We are willing to do more,” Mr. Lacroix said, stressing that additional resources would be critical to protect civilians and support recovery in conflict-affected areas.

Peacekeeping: A lifeline for millions seeking a ‘future without fear’

Governments and civil society organizations have so far submitted more than 60 contributions to a review process mandated under the Pact for the Future, agreed by Member States last year.

The UN has an 80-year legacy that includes deploying multidimensional peacekeeping operations that combine police, troop and civilian personnel; special political missions engaged in conflict prevention, peacemaking and peacebuilding, and electoral support initiatives.

‘A lifeline for millions’

Peacekeeping is the largest and most visible activity in the field, with more than 60,000 men and women from 115 countries currently serving with 11 missions across the globe.

Peacekeeping is not a luxury; it is a lifeline for millions who count on it for a future without fear,” said Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations.

He warned that today, “achieving lasting political solutions seems increasingly challenging.”  Last year, 61 active conflicts raged across the planet, according to the Sweden-based Uppsala Conflict Data Program – the highest number since 1946. 

“Conflicts have become protracted, involving more actors and often proxy forces, making negotiated solutions more difficult to achieve,” he said, indicating that the future will likely see more civilians who will require protection.

“It means the need for peace operations increases, potentially alongside other types of operations, including peace enforcement,” he added, and that “the contexts for deployment may be more uncertain and full success harder to achieve.”

Responsive and adaptable

Mr. Lacroix said the future requires “a UN that is capable and ready to respond through missions that are adaptable and tailored to the needs on the ground, guided by strong political strategies and leveraging the tools, capacities and expertise” of the UN and partners. 

Peace operations must first have “clear and prioritised mandates” that should also reflect the voice of host states, troop and police contributing countries, regional actors, local communities and other stakeholders.

He called for harnessing “the capacities of digital technologies and artificial intelligence to support the analysis of data as well as to assess the effectiveness of our responses through time.” 

Furthermore, pursuing political solutions to conflict should remain a priority, alongside protecting civilians, supporting the strengthening of government accountability.

Promotion and protection of human rights and the advancement of the women, peace and security agenda must also be prioritised. 

Additionally, “sustained and uncompromising efforts to uphold the UN Secretary-General’s zero tolerance policy on SEA (sexual exploitation and abuse)” must continue.

Political solutions crucial

Mr. Lacroix stressed that while “the UN’s ability to deliver on the imperative to protect people is very often the benchmark by which we are judged,” peacekeeping is not meant to be indefinite.

“To advance durable political solutions that enable peacekeeping to withdraw without a relapse into conflict requires the strong, unified and ongoing support of this Council – through the adoption of clear, prioritized mandates, active political engagement and statements of support,” he said.

These actions must be matched by countries continuing to pay the dues they owe the UN “in full and on time,” he added.

New tech ‘weaponised on an industrial scale’

Rosemary DiCarlo, UN Under-Secretary-General for Political and Peacebuilding Affairs, also commented on the current challenging environment.

She said that “conflicts have become more internationalised”, with influence from regional or global actors.  Meanwhile, non-state armed groups continue to proliferate, with many using terrorist tactics with no clear political agenda.

“New technologies, from AI to drones, are being weaponized on an industrial scale, increasing both the lethality of violence and the likelihood of escalation. And transnational drivers, such as organized crime, are now a regular facet of the conflict landscape,” she said.

Changing landscape

To inform the review, her office analysed the history of UN “special political missions” since the Organization’s establishment, identifying three priorities.

She noted that most missions today are deployed in the absence of a comprehensive peace agreement and often in politically volatile situations, even ongoing civil war.

“In such situations, the initial goals of our missions should be more limited – such as preventing a deterioration of violence, achieving a ceasefire, or helping a fragile incipient peace process get off the ground,” she said. 

The second priority should be improving coordination between peace operations and UN country teams, while the third is to end mandates which attempt to provide a one-size-fits-all approach.

Ms. Di Carlo concluded by highlighting how the failure or weak implementation of mandates is often related to lack of political support, whether in countries where missions are deployed, or the wider region, or among Security Council members themselves.

We will therefore need to engage with a laser-like focus on bringing the emphasis back to the political questions at the heart of each conflict and finding multilateral responses to them,” she said.

Security Council: UN peacekeeping mission in Lebanon extended for a ‘final time’

But the resolution stipulates it will then begin a one year “orderly and safe drawdown and withdrawal of its personnel”, in close consultation with the Lebanese Government.

The UN Interim Force in Lebanon (UNIFIL) was established by the Security Council in 1978 to oversee the withdrawal of Israeli troops from the south and has played an important role in monitoring security in southern Lebanon ever since.

The mission’s ‘blue helmets’ are mandated to implement resolution 1701 which brought an end to hostilities between Israeli forces and Hezbollah militants in 2006.

Since the formal end of fighting between the two sides last November which devastated areas of southern Lebanon, UNIFIL has been supporting the national army’s (LAF) mission to establish full control of the south – but Israel continues to have a presence in violation of Lebanese sovereignty.

Continuing role during drawdown

During the withdrawal period after the end of next year, the resolution says UNIFIL is authorised to continue providing security and assistance to UN personnel, while continuing to “maintain situational awareness” around UNIFIL outposts and bases.

It will also “contribute to the protection of civilians and the safe civilian-led delivery of humanitarian assistance.”

Furthermore, the resolution calls on the Secretary-General to present options by 1 June next year for the future implementation of resolution 1701 to establish a permanent end to fighting between Israel and militants in Lebanon.

Negotiations went down to the wire this week, with the United States acting Permanent Representative telling Thursday’s meeting it was already time for Lebanese forces to assume greater responsibility, without UN peacekeepers.

Penholder France led negotiations over the mandate, and their representative told ambassadors that UNIFIL’s ongoing efforts were vital: “Any premature withdrawal could undermine or even weaken the efforts of the Lebanese Government” in the south, he said.

UN peacekeeping mandate in Lebanon faces scrutiny ahead of Security Council vote

As members of the UN Security Council negotiate the renewal of the UN peacekeeping force in Lebanon (UNIFIL) ahead of a 31 August deadline, the mission’s future role and capacity are under intense debate.

UNIFIL has long been a stabilising presence in southern Lebanon, working alongside the Lebanese armed forces, mediating between parties, and supporting local communities.

A key part of its mandate is to implement Security Council resolution 1701, which brought an end to the 2006 hostilities between Israel and Hezbollah militants.

Yet challenges remain, from Israeli military positions inside Lebanon to Hezbollah’s arsenal and the broader question of how resolution 1701 – which calls for a complete end to hostilities – can be fully implemented.

According to media reports, last-ditch negotiations are underway over the mission’s future, with some diplomats warning of risks to border stability and others voicing tepid support or pressing for full withdrawal.

Earlier this week, Andrea Tenenti, spokesperson for UNIFIL, sat down with UN News’s Nancy Sarkis to discuss the mission’s effectiveness, the risks of a non-renewal, and what is at stake for Lebanon, Israel, and regional stability.

This interview has been edited for clarity

UN News: UNIFIL’s mandate, which expires at the end of August, needs to be renewed by the UN Security Council. Why is this renewal important, and how do you assess UNIFIL’s effectiveness so far?

Andrea Tenenti: The renewal comes after a long crisis that has devastated the region and destroyed most of the areas close to the Blue Line. It would show the importance of maintaining an international peacekeeping operation to assist the Lebanese army [Lebanese Armed Forces, or LAF] in their full deployment.

That’s what we have been doing from the very beginning, and in the last several months since November, after the cessation of hostilities, the LAF has brought more troops to the south, and we have been working with them in being deployed in all these positions, although the real challenge at the moment is that we still have Israeli Defense Forces [IDF] positions present in the south of the country.

UN News: To what extent are the Lebanese armed forces ready to assume full responsibility in southern Lebanon without the support of peacekeepers, and what challenges do they face in doing so?

Andrea Tenenti: Right now, the Lebanese army don’t have the capacities and capabilities to be fully deployed. There is a financial crisis in the country, and they need capacity and capability support from UNIFIL, and the financial support of the international community to have a sustainable presence and to bring State authority to the south.

The Lebanese army and authorities have demonstrated their full commitment to resolution 1701. However, they cannot be fully deployed if the IDF are still present; the presence of the IDF in the south is a violation of Lebanese sovereignty and resolution 1701. There needs to be commitment from both sides.

UN News: If the UNIFIL mandate is not renewed, what are the potential consequences for regional stability?

Andrea Tenenti: The situation is much better than before, but very, very fragile. Anything could jeopardise the situation in the south. A lack of renewal would create a real vacuum for stability of the region. It would create a very dangerous precedent and situation for the stability of the country, and it would make impartial monitoring very difficult.

UN News: UNIFIL has faced criticism from Lebanon, Israel, and internationally. How do you respond to these criticisms, and what step can be taken to strengthen trust and credibility?

Andrea Tenenti: Criticism goes with the job of any peacekeeping mission. In order to be impartial, staying in the middle and trying to assist the parties in the implementation of the mission’s mandate, you will be criticised by both sides.

Sometimes, the criticism is driven by a misconception of the mission’s mandate. For example, resolution 1701 does not call for UNIFIL to disarm Hezbollah. This is not our mandate. We are to support the Lebanese army to do it, and that’s what we are doing right now.

On the Lebanese side, we have been criticised for patrolling without the Lebanese army, but as part of 1701 we are tasked to operate either with the Lebanese army or independently.

This is something that the Lebanese army and Lebanese authorities know very well. Sometimes it’s a matter of disinformation and misinformation about the role of the mission, and we are trying to counter that as much as we can.

UN News: What is your vision for UNIFIL’s role in the coming years, and do you see it as a short-term necessity or as a part of a long-term regional security framework?

Andrea Tenenti: At the moment, UNIFIL is very much needed to support the stability of the region, bring back the Lebanese army to the south – and return State authority that has been not present for a very long time. But it has to be a south free from occupation – that’s the only way to move forward.

The goal of the mission has always been to leave and hand over all our capabilities and tasks to the Lebanese authorities, but a lot needs to be done. To ensure stability in the region, we have to be pragmatic on the timetable.

UN peacekeeping can work in a fractured world if there is political will

Under-Secretary-General Jean-Pierre Lacroix and Assistant Secretary-General Marta Pobee briefed the Council on priorities for adapting UN peace operations to foster political solutions.

They emphasised the urgent need for the Council and the broader UN membership to overcome divisions and strengthen support for peace operations as unique platforms for advancing diplomacy in conflict zones.

Peacekeeping missions often operate in highly volatile environments, where political processes are stalled, trust among conflict parties is low and humanitarian conditions dire,” Mr. Lacroix said.

Progress is incremental, fragile and uneven. A breakthrough in one moment may be followed by setbacks the next. Yet, even modest gains can be critical in preventing a relapse into widespread violence and saving lives.

He pointed to missions that have made measurable contributions to peace processes, such as MINUSCA in the Central African Republic (CAR), which helped broker the 2019 Political Agreement and launched disarmament efforts, or MONUSCO in the Democratic Republic of the Congo (DRC), which contributed to reduced violence during the 2023 elections.

Security Council unity crucial

Mr. Lacroix stressed that political coherence and unity among Security Council members are essential for missions to realise their potential.

Without “strong, united political support”, he warned, peace operations are limited to managing conflicts and protecting civilians rather than supporting durable peace agreements.

The Council’s role, he added, must extend beyond mandate authorisation to sustained political engagement. He cited the unanimous adoption of resolution 2773 in February 2025 on the DRC as an example of Council unity reinforcing diplomatic efforts on the ground.

UN peacekeeping missions, such as the one in Mali (MINUSMA, 2013-23), have had to adapt to complex challenges, including harsh environment and myriad armed groups.

Field leadership and flexibility

Mr. Lacroix also highlighted the importance of dynamic mission leadership, calling on senior officials to serve as “steadfast ambassadors for peace” who maintain trust with host governments and conflict actors while adapting to shifting political contexts.

He underscored the importance of regional partnerships, particularly with the African Union (AU). Resolution 2719 (2023), which allows assessed contributions for AU-led operations, was described as a “historic milestone” in UN-AU collaboration.

“Leveraging the investments of troop- and police-contributing countries more purposefully is critical,” he added, noting the example of Pakistan’s dual role as a major troop contributor and elected Security Council member.

Lessons from the cold war

Ms. Pobee’s briefing reinforced these themes while offering historical perspective.

She recalled how during the cold war, despite global tensions, UN special political missions facilitated peaceful dispute resolution, such as diplomatic efforts in Equatorial Guinea in 1969, Bahrain in 1970 and the border dispute between Iraq and Iran in 1974.

She identified several key elements behind those successes: clearly focused, timebound mandates; the pro-active use of the Secretary-General’s good offices; discreet diplomacy and crucially, consent from host governments and conflict parties.

This foundation of trust, she noted, is increasingly absent today, representing a “trust deficit” that complicates peace efforts.

UN special political missions in post‑conflict settings, such as the mission in Nepal (UNMIN, 2007-11) help maintain stability, dialogue and support democratic processes.

A unique tool

Both briefers acknowledged the difficult global context, with deepening Security Council divisions, eroding norms and increasingly complex conflicts involving non-State actors, organized crime and climate-driven risks.

Nonetheless, peace operations, with their combination of civilian and uniformed capabilities, remain indispensable for stabilising fragile settings and enabling political dialogue, they maintained. The longstanding mission in Cyprus was cited as an example of how sustained UN presence can prevent escalation, even amid persistent deadlock.

Mr. Lacroix also urged Member States to pay assessed contributions on time, warning that insufficient resources undermine missions’ ability to fulfil their mandates.

Ms. Pobee added that the UN has repeatedly navigated polarised eras before.

We have been there…but, one clear lesson is that amid acute geopolitical tensions, peace operations have helped Member States mount tailored responses to challenges to international peace and security,” she said.

General Assembly approves $5.4 billion UN peacekeeping budget for 2025-2026

Acting on the recommendation of its Fifth Committee (Administrative and Budgetary), the Assembly endorsed the budgets for 12 missions, the logistics centres in Entebbe (Uganda) and Brindisi (Italy), and the support account for peacekeeping.

The budgets were adopted without a vote, except for the resolution on the UN Interim Force in Lebanon (UNIFIL), which was adopted by 147 votes in favour to 3 against (Argentina, Israel, and United States), with 1 abstention (Paraguay).

The adoption of UNIFIL’s budget followed an Israeli-proposed oral amendment, which was rejected by 5 votes in favour (Argentina, Canada, Israel, Paraguay, and US) to 83 against, with 57 abstentions.

Last year, the peacekeeping budget stood at $5.59 billion for 14 operations, meaning the 2025-2026 figure reflects a modest decrease, following final settlements of former missions in Côte d’Ivoire and Liberia.

Pressing liquidity challenges

Despite the agreement on the budgets, UN Controller Chandramouli Ramanathan outlined a sobering picture about the fragility of the UN’s broader liquidity situation.

You manage somehow to find common ground three times a year. But I only wish you had gone a little bit further to solve one of the underlying problems of the UN, which has been plaguing us for 80 years,” he told delegates last week as they concluded negotiations in the Fifth Committee.

He described how approved budgets are often undermined by cash shortages, forcing immediate instructions to slash spending by 10, 15, or even 20 per cent.

No money, no implementation. There is not enough cash. I cannot emphasize enough a massive effort needed on your side to somehow take us over that line and deal with a problem that’s plagued the UN for the last so many years,” he said.

UN peacekeeping operations

UN peacekeeping remains one of the most iconic UN activities, with nearly 70,000 military, police and civilian personnel deployed across Africa, the Middle East and Europe.

Missions include long-standing deployments such as MONUSCO in the Democratic Republic of the Congo, UNFICYP in Cyprus, and MINUSCA in the Central African Republic. Mandated by the Security Council, these operations work to stabilize conflict zones, support political processes, protect civilians, and assist in disarmament and rule-of-law efforts.

UN’s peacekeeping budget is separate from its regular budget, which supports the Organization’s core programs, including human rights, development, political affairs, communications and regional cooperation.

The peacekeeping budget cycle runs from July-June, while the regular budget is aligned with the calendar year.

Lacroix upholds role of UN peacekeeping in Lebanon and Syria

Jean-Pierre Lacroix briefed journalists on his recent visit to the two countries ahead of Security Council meetings on the extension of the mandates of the UN Interim Force in Lebanon (UNIFIL) and the UN Disengagement Observer Force (UNDOF) in the Golan.

He said UNIFIL “has been working very hard” in the wake of the cessation of hostilities.

Achievements in Lebanon

The agreement last November between Lebanon and Israel followed more than a year of fighting on Lebanese territory between Hezbollah militants and Israeli forces, linked to the war in Gaza.

“I believe that there are a number of achievements that have been realized with the support of UNIFIL,” he said.

Mr. Lacroix reported that the Lebanese Armed Forces (LAF) have continued to strengthen their presence south of the Litani river, with UNIFIL’s support. The Mission has also worked to identify and neutralize weapon caches.

Furthermore, UNIFIL also continues to play a critical liaison and de-conflicting role between the LAF and the Israel Defense Forces (IDF), and supports the local population, including through mine action and clearing roads.

While highlighting these achievements, he stressed that more needs to be done to achieve the full implementation of Security Council resolution 1701 (2006), which defines UNIFIL’s mandate, noting that violations continue.

Mr. Lacroix also interacted with the Lebanese authorities who “unequivocally” upheld the critical need for the Mission’s continuous presence.

His visit also coincided with last days in office of UNIFIL Force Commander Major General Aroldo Lázaro Sáenz, who he praised for heading the Mission “during extremely, extremely challenging times.”

He also welcomed incoming Force Commander Diodato Abagnara and wished him all the best going forward.

Developments in Syria

Meanwhile, UNDOF continues its “critically important” role liaising between the Syrian and Israeli authorities and working to resolve the conflict.

He said the presence of the IDF in the so-called area of separation is a violation as only UNDOF can have a military presence there, according to the 1973 Designation of Forces Agreement.

Mr. Lacroix interacted with senior officials from the interim authorities in Syria who expressed support for UNDOF, adding that communication between them has improved.

“At the same time, I heard very clearly from the Syrian authorities that they are ready to assume the full authority of the whole of Syrian territory, including deploying the military and security presence to all the Syrian territory,” he said.

“That includes the area where UNDOF is, of course, according to and consistent with the provisions of the 1973 Agreement.”

He welcomed this “expression of readiness” while emphasizing that UNDOF’s goal is a return to the full implementation of the accord.

In Berlin, broad backing for UN peacekeeping as global threats mount

UN Secretary-General António Guterres meanwhile warned that peace operations are under growing strain and must adapt to meet today’s rising threats.

The two-day conference on peacekeeping, hosted by the Government of Germany, brought together over 1,000 participants – including defence and foreign ministers – to reaffirm commitment to the UN’s flagship tool for maintaining peace and stability.

It concluded on Wednesday with a wide array of pledges, including 88 military and police units, specialized training, and investments in emerging technologies and strategic communications.

Difference between life and death

In trouble spots around the world, ‘blue helmets’ can mean the difference between life and death,” Mr. Guterres said in his opening remarks.

“Now more than ever, the world needs the United Nations. And the United Nations needs peacekeeping that is fully equipped for today’s realities and tomorrow’s challenges.”

Germany, which currently contributes troops to UN missions in South Sudan, Lebanon, and Western Sahara, announced €82 million (around $91.7 million) in funding, along with commitments in training, renewable energy solutions and drone technology.

“Germany continues to be a steadfast supporter of UN peacekeeping,” said Defense Minister Boris Pistorius.

Broad and diverse commitments

A total of 74 UN Member States made specific pledges, ranging from uniformed personnel to training and strategic support.

This includes pledges which will bolster military and police units, including airlift and rapid deployment capabilities (53 national contributions), specialized training (59), technological enhancements (18), advancing the Women, Peace and Security Agenda (38) and safety and protection (16).

Eleven countries also committed to improving accountability and conduct, including support to the trust fund for victims of sexual exploitation and abuse, and eight nations supporting the UN’s efforts to counter mis- and disinformation through strategic communications.

Mounting pressures

At a press conference following the meeting, Secretary-General Guterres acknowledged that peacekeepers operate in an increasingly complex and dangerous environment, citing a record number of global conflicts, the targeting of peacekeepers by drones and improvised explosive devices (IEDs) and the rising threat from disinformation campaigns.

We need to ask some tough questions about the mandates guiding these operations, and what the outcomes and solutions should look like,” he said, speaking alongside German Foreign Minister Johann Wadephul and Defence Minister Pistorius.

Every context is different, and missions must be adapted accordingly.

The UN chief also stressed the importance of sustained financial backing, highlighting that many missions continue to struggle with cash flow shortages due to delayed payments from Member States.

“It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time,” he said.

Crucial reforms

The Berlin meeting feeds into the UN’s broader reform efforts, including an ongoing Review of Peace Operations announced in last year’s Pact for the Future, aimed at making peacekeeping and peace enforcement more flexible, cost-effective, and aligned with real-world needs.

This year’s Ministerial also coincides with the 80th anniversary of the United Nations and the 10-year anniversary of the 2015 New York Summit on Peacekeeping. It follows similar high-level meetings in Accra, Seoul, Vancouver and London.

Peacekeeping remains one of the UN’s most visible activities, with over 61,000 uniformed personnel from 119 countries currently deployed across 11 missions, supported by more than 7,000 civilian staff.

As funding cuts bite, UN chief announces new dawn for peacekeeping

Addressing the UN Peacekeeping Ministerial 2025 in the German capital, the Secretary-General told dozens of ministers from more than 130 countries that peacekeepers remain key to “help countries move from conflict to peace.”

“In trouble spots around the world, blue helmets can mean the difference between life and death,” he insisted. “They are also a clear demonstration of the power of multilateral action to maintain, achieve and sustain peace.”

Despite the proven value of peacekeeping missions in ensuring a durable peace in countless countries from Cambodia to Liberia and Timor Leste, Mr. Guterres warned that today’s challenges have made this task much harder.

“We are now facing the highest number of conflicts since the founding of the United Nations and record numbers of people fleeing across borders in search of safety and refuge,” he said, before alluding to additional obstacles caused by an absence of political support for peacekeeping mandates.

The UN’s peacekeeping budget runs on a July-June cycle and has unpaid arrears of $2.7 billion.

Practical approach

To counter this and in the face of “dramatic financial constraints” now affecting the UN in its entirety, the Secretary-General announced an urgent review of operations to inspire a new peacekeeping model that is “fit for the future.”

In coming years, “a clear exit strategy” for peacekeepers will be key, Mr. Guterres said, as well as working with Member States and the Security Council “to ensure that any new mandates “are prioritized and achievable with the resources available.”

Other clues about what UN peacekeeping 2.0 could look like post-reform might be gleaned from the missions that the UN chief referred to in his speech in Germany.

Active missions such as UNIFIL in Lebanon have already shown that it is possible to adapt to today’s challenges while still ensuring peace and aid deliveries, Mr. Guterres noted.

And in a nod to MINUSCA in the Central African Republic, the Secretary-General highlighted its work in protecting civilians “and assisting the government to extend its reach beyond the capital where people are in desperate need.”

In the Democratic Republic of the Congo, too and despite ongoing fighting there, peacekeepers from MONUSCO also remain in the field and protect vulnerable populations, the UN chief maintained.

As Member States prepared to announce financial pledges for peacekeeping on Wednesday, Mr. Guterres stressed that the overall budget for missions represented only 0.5 per cent of global military spending.

Peacekeeping “is only as strong as Member States’ commitment to it,” stressed Mr. Guterres.

Amid massive cuts to UN funding by Member States, it remains to be seen if the upbeat mood in Berlin translates into desperately needed financial support for the global body’s peacekeeping operations.

“UN peacekeeping today is more vibrant than ever,” insisted Boris Pistorius, Minister of Defence of Germany. “It is and will remain a cornerstone of international stability. Let us commit to making it even more effective for the sake of those who depend on it.”

Cutbacks

The UN chief’s push to streamline the global body comes a day after his call to push ahead with major efficiency improvements and cost-cutting in response to the chronic liquidity crisis caused by Member States falling into arrears.

Important as these sweeping structural reforms are – with potential staff downsizing of up to 20 per cent – they are not the answer to the failure of some countries to pay the Organization to fulfil the mandates they have given it, Mr. Guterres insisted.

According to information provided by the UN Controller to the General Assembly’s Fifth Committee (Administrative and Budgetary), only $1.8 billion has been received against the $3.5 billion regular budget assessments for 2025 – a shortfall of around 50 per cent.

In the budget line for unpaid assessments these amounted to $2.4 billion on 30 April, with the United States owing about $1.5 billion, China $597 million, Russia $72 million, Saudi Arabia $42 million, Mexico $38 million and Venezuela $38 million. An additional $137 million has yet to be paid by other Member States.

For International Tribunals, total contributions outstanding totalled $79 million on 30 April.

As budgets shrink, UN Peacekeeping looks to the future

“This is a particularly timely meeting,” said Jean-Pierre Lacroix, UN Under-Secretary-General for Peace Operations, at a press conference in New York on Thursday.

It’s a unique opportunity to underline the added value of peacekeeping and ensure we remain ready, as a peacekeeping family, to respond with Member States to any new mission that may arise.”

The UN Peacekeeping Ministerial 2025 is expected to draw around 1,000 delegates to the German capital next month, including foreign and defence ministers from across the globe. Their goal: to shape a peacekeeping model that is more agile, intelligent and resilient.

UN Secretary-General António Guterres is also due to attend the meeting taking place on 13 and 14 May.

Facing growing challenges

As conflicts intensify from South Sudan to the Middle East and Kashmir, and as geopolitical divides weaken international consensus, this biennial conference is being called one of the most significant since its inception in 2014.

We are facing more internal and inter-State conflicts than at any point since the Second World War,” Mr. Lacroix noted, pointing to the increasing complexity of modern warfare.

Additional challenges such as transnational crime, online disinformation, and climate change are also affecting missions – at a time when peacekeeping budgets continue to shrink.

‘Difference between life and death’

Despite these pressures, ‘blue helmets’ continue to carry out their work under extremely difficult conditions. “They protect hundreds of thousands of people,” said the peacekeeping chief. “Very often, their presence is the difference between life and death.”

Germany, a key contributor to UN peacekeeping, is leading the organization of the upcoming meeting. “Peacekeeping is multilateralism in action,” said Nils Hilmer, Germany’s State Secretary for Defence. “We want to provide a platform for Member States to strengthen peacekeeping for the future.”

Sessions in Berlin will include pledging events, high-level debates, exhibitions, and a spotlight on Germany’s involvement in missions such as UNIFIL in Lebanon and UNMISS in South Sudan.

At the heart of the UN

Katharina Stasch, Germany’s Director-General for International Order and Disarmament, highlighted the symbolic power of peacekeepers. “For many, the blue helmets are the face of the UN. Peacekeeping is at the heart of the organization.”

The meeting will also support progress on the UN’s Pact for the Future reform initiative, with topics including conflict prevention, digital innovation, regional partnerships and countering disinformation.

“The mission remains the same,” said Mr. Lacroix. “Helping host countries through their most turbulent times – despite tighter budgets.”
